III. PUBLIC COMMENTS <br /> - William Hall, M.D., 1202 Wilkins Drive, Sanford, NC (S3 and H3) <br /> - Hamer Carter, 831 S. Franklin Drive, Sanford, NC (S3 and OMI) <br /> IV. OLD BUSINESS <br /> IV.A Discussion Regarding Ashby Commons Proposed Layout - Mark Lyczkowski/Ray <br /> Covington <br /> Mark Lyczkowski had previously met with the County Manager to discuss the Ashby <br /> Commons development project. The proposed multi-Sports Complex property as <br /> shown in the agenda packet, illustrates a concept of the design in order to determine <br /> how traffic could flow between the two projects and benefit everyone. . Ashby Village, <br /> LLC was assembled using 10 different properties around the Lowes Hardware area <br /> and will consist of single-family homes, townhomes and commercial property. This <br /> will be a village type commercial center that will be more pedestrian friendly to add <br /> to the "live, work, play"goals of the community. Being a possible neighbor for the <br /> proposed sports complex, Mr. Lyczkowski stated that there is an opportunity to do <br /> something together for the area. There will be additional traffic around this area due <br /> to the sports complex and development thus a secondary way in and out of the <br /> Ashby Commons development is needed. Mr. Lyczkowski stated that he has <br /> negotiated with Coremark to extend a road through the property currently owned by <br /> Coremark to create a master parkway that everyone could benefit from. The <br /> parkway would come from Broadway Rd/Hwy 42 to Horner Boulevard. The <br /> proposed parkway will be situated on the property line that borders Coremark and <br /> the proposed Sports Complex site, which would give the Complex a secondary <br /> entrance and exit. The developers have already conducted a traffic impact analysis <br /> for Ashby Commons, studying the traffic coming out of development onto Homer <br /> Boulevard and the developers guesstimate that the improvements needed will likely <br /> cost between $2.5-$3 million Utilities will also need to be relocated. Any <br /> improvements for the proposed parkway road on NC 42 will also be incurred by the <br /> developer. Another expense of the developer's is for Highway 421 where there is <br /> controlled access. Once the roads have been developed, the developers will then <br /> petition the Department of Transportation to remove Ashby Road, and in doing so, <br /> an alternate access for the existing trailer park will be needed so the developers <br /> have already petitioned DOT for an access break on 421. <br /> Chairman Kirk Smith arrived at 6:21 p.m. <br /> Mr. Lyczkowski stated that the price the developer will incur would easily be $3 - $4 <br /> million for all of the above-mentioned road improvements. The Developers would like to <br /> build the proposed parkway to a standard that could serve as a front door to the sports <br /> complex. The City of Sanford is on board with participating in the costs of the parkway <br /> and will be considering a developer's agreement at a future date. The City would also <br /> participate in the cost of a roundabout to Homer Boulevard. The parkway is estimated <br /> 3 <br />
