The Department shall do budget revisions to their Local Appropriation budgets when <br />appropriations will be increased or decreased and enter that information in the Electronic Aid <br />to Counties Website. <br />3. (Local Earned Revenues) The Department shall observe the following conditions when budgeting <br />and reporting earned revenues: <br />a. Locally appropriated funds may not be supplanted by earned revenues from persons, or public <br />or private third party payors. <br />b. All earned revenue (officially classified as local funds) must be budgeted and spent in the <br />program that earned it except, <br />1) Revenue generated by WCH Section Programs, except WIC, maybe budgeted and <br />expended (consequently reported) in any WCH Section Program activity. <br />2) Revenue generated by a local clinic or program that has no state funded activity budget (no <br />state /federal funds) should be budgeted and associated expenditures reported in a state <br />program activity that most closely matches the deliverables of the respective state program. <br />This process will enable the collection of total expenditures in public health per program. <br />c. All fees collected shall be used in the current year or succeeding fiscal years. <br />d. Use of program income generated by the expenditure of Federal categorical funds will be <br />governed by applicable Federal regulations, including, but not limited to, 45 CFR 4. <br />e. Local Budgets for DHHS Reporting: <br />1) After preparing Local Budgets you must use the Allocation/County Line on the Electronic <br />Aid to Counties Website to show the approved local funding. <br />i Line item 101 on the Electronic Aid to Counties Website must be used to budget local <br />appropriations for each program activity, if applicable. <br />ii Line item 102 on the Electronic Aid to Counties Website must be used to budget Title <br />XIX Medicaid earned revenues for each program activity, if applicable. <br />iii Line item 103 on the Electronic Aid to Counties Website must be used to budget other <br />earned revenues (e.g., Home Health fees, patient fees (cash), other insurance payments, <br />and other grants and donations) for each program activity, if applicable. <br />iv Line item 104 on the Electronic Aid to Counties Website must be used to budget Local <br />funding associated with Teen Pregnancy activities, if applicable. <br />v Line item 106 on the Electronic Aid to Counties Website must be used to budget Local <br />funding for bioterrorism activities, if applicable. <br />vi Line item 107 on the Electronic Aid to Counties Website must be used to budget <br />Temporary Food Establishment (TFE) fees collected, if applicable. <br />Note: LHD shall report Local expenditures in the appropriate category (e.g., 101, 102, <br />103, 104, or 106) in the ZZZZ line item in the Aid to County Database and TFE fees <br />collected in Category 107 in the ZZZZ line item in the Aid to County Database. <br />
