2. The Emergency Management Director position will be a permanent committee member, <br /> the other four members will serve terms of three (3) years. <br /> 3. The Committee will review all applications of potential franchisees, investigate the <br /> potential franchisees, make a recommendation of which franchisee to move forward with <br /> public hearings and then continue to enforce the franchise. <br /> 4. The Committee shall meet at least quarterly and may meet more often if a majority of the <br /> Committee desires. Minutes shall be kept of all official meetings. The Emergency <br /> Services Director shall serve as Secretary of the Committee. <br /> 5.
