LEE COUNTY
Committed Today for a Better Tomorrow
LEE COUNTY BOARD OF COMMISSIONERS
ITEM ABSTRACT ITEM NO. ll. F.
_ Information
Meeting Date: May 7, 2012 Action Item
;;Y Consent Agenda
SUBJECT FCC Compliant VHF Digital Trunking Countywide System
DEPARTMENT Emergency Services
CONTACT PERSON Shane Seagroves 919 - 718 -4670
REQUEST Approve purchase to complete countywide trunking system
SUMMARY Through many exercises and real life events we had identified the
need for additional communication capabilities. This was specifically addressed during the April
16` tornado. The added function of a digital trunking radio system will meet those needs. The
primary purpose of this system is efficiency. Many emergency responders can carry on multiple
conversations over only a few distinct frequencies. Trunking systems are used by many
governmental entities to provide two -way communications for fire, law enforcement, EMS and
municipal services, who all share talk groups allocated to their agencies.
Over the last three years we have replaced our aging wideband radio system with the latest
Kenwood NEXEDGE communication equipment. This project was implemented during the county's
transition to the State's Voice Interoperability Plan for Emergency Responders (VIPER) antenna
site at the Emergency Services Training Center on Airport Road. We are submitting this request for
the final phase of our VHF trunking radio system. This request will provide the Comprod filter
system and the digital trunking communications equipment.
The requested system also meets and exceeds the January 1, 2013 mandate to operate at
12.5 kHz bandwidths that is more commonly known as the FCC narrow banding mandate.
All purchases of NEXEDGE equipment fall under NC State Purchasing Contract Number
725G -2 -Way Radio Communications Equipment.
BUDGET IMPACT Approved capital outlay budget item for FY2011 -2012 budget
ATTACHMENT(S) State contract bid pricing and quotes for equipment
PUBLIC HEARING No
PRIOR BOARD ACTION N/A
RECOMMENDATION Approve purchase to complete countywide trunking system as
presented above
