\t cot ' <br /> (Axto` <br /> LEE COUNTY BOARD OF COMMISSIONERS <br /> PLANNING RETREAT <br /> DENNIS WICKER CIVIC CENTER <br /> MEETING ROOMS 111-113 <br /> 1801 NASH STREET <br /> SANFORD, NC 27330 <br /> January 28-29, 2021 <br /> MINUTES <br /> January 28, 2021 <br /> Roll Call <br /> Present: Dr. Andre Knecht, Cameron Sharpe, Kirk Smith, Bill Carver, Mark Lovick <br /> Absent: Robert Reives, Arianna Lavallee (Participated remotely via phone as permitted by <br /> local policy) <br /> DINNER - 5:00 P.M. <br /> CALL TO ORDER <br /> Chairman Kirk Smith called the Planning Retreat discussion to order at 6:00 p.m. <br /> LEGISLATIVE UPDATE AND GOALS DISCUSSION <br /> Chairman Kirk Smith provided a review of the Legislative Goals Conference hosted by the North <br /> Carolina Association of County Commissioners virtually beginning Wednesday, January 13, 2021 <br /> through Friday, January 15, 2021. Commissioner Smith went through each category of goals and <br /> provided a recap on what goals were passed. Federal goals included focus areas such as <br /> broadband and the pandemic. Chairman Kirk Smith stated that he takes a position against solar <br /> adding that one of the goals addressing solar was pulled from the list of conference goals. County <br /> Manager John Crumpton asked Senator Jim Burgin and Representative John Sauls if there will be <br /> advocacy or discussion regarding tax relief related to the pandemic. Rep. Sauls stated the session <br /> began yesterday. Senator Burgin stated that there are a number of bills that speak to tax relief <br /> including a military tax bill, Senate Bill 3, which would eliminate state income tax for military <br /> veterans who have retired from the military. They are also advocating that State and Federal <br /> retirees would not be taxed on their retirement income. They would eventually like to eliminate all <br /> retiree income tax in the state, however sales tax would have to be adjusted to accommodate this. <br />
