County Manager's Report — December 21, 2020 <br /> Ongoing Projects <br /> Courthouse & Government Center Renovations — Bar Construction continues work on <br /> the renovations of the Fire Place Building (Register of Deeds). The Contractor has <br /> estimated completion in late January. Delays with the water suppression system have <br /> pushed the completion date back several weeks. We are anticipating the ROD move in <br /> sometime in February 2021. Renovation work in the Historic Courthouse will ramp up in <br /> January with completion of the District Attorney's offices in March 2021. We expect the <br /> DA to move into their new offices by the end of April 2021. The company expects work <br /> to begin in the Government Center in January 2021. Work will start in the Main <br /> Courthouse Building after the DA's move into the Historic Courthouse — April 2021. The <br /> work schedule for these two buildings will be long since the work is broken down in <br /> sections to limit the number of workspaces impacted at any one time. <br /> Douglas Drive Building — IT & COLTS Relocation — IT relocated to the Douglas Drive <br /> Building on Friday, December 4, 2020. The move was completed without any major <br /> issues without technology. Congratulations to the IT team for their incredible work in <br /> completing this move. DSS should also be thanked for taking on the task of answering <br /> all our phones on Friday December 4. This was an enormous help to everyone so that <br /> our citizens would not see any interruption in services on this day. COLTS then had a <br /> successful move to the Douglas Drive facility on Wednesday December 9, 2020. <br /> Congratulations to them on making a successful transition. The only issue we have at <br /> this point is parking. The parking expansion design is underway and we believe the <br /> additional parking area should be completed in July 2021. Until then we are managing <br /> the current situation and working on short-term options daily to make the current parking <br /> lot work. <br /> Other Items <br /> Coronavirus Update — 1) Vaccine — With the roll-out of the COVID-19 vaccine, the <br /> Commissioners will need to begin discussions and reviewing the possibility of requiring <br /> all employees to be vaccinated. The Board has the authority to require all employees to <br /> be vaccinated under the law. The Board can seek input from the Health Director and the <br /> Board of Health before a decision is made by the Commissioners. <br /> 2) Governor's Letter and NCAG opinion on ordinances enforcing the Governor's <br /> order. On Friday December 11, 2020, the Governor sent out the attached letter and <br /> opinion from the NC Attorney General concerning civil penalties. After several Mayors <br /> and a few counties altered their Emergency Declarations to allow for civil penalties if <br /> people did not follow the Governor's Orders, an opinion from the School of Government <br /> staff questioned the legality of such actions. In response, the Attorney General wrote the <br /> attached opinion where he believes under NC Law civil penalties could only be issued by <br /> a City or County if an ordinance was in place allowing such actions by law enforcement. <br /> The Governor's letter asks local governments to consider enacting such an ordinance. <br /> Doing so would require advertisement and a public hearing.
