PUBLIC COMMENTS Pursuant to NCGS 153A-52.1, the floor was opened for Public Comments. No one signed up to speak during the Public Comments section of the meeting or submitted any comments remotely. OLD BUSINESS IV.A Consider a collateral assignment of the MOU to Carter Bank & Trust for the Spec Building The Board previously held a public hearing on the appropriation of funds to lease a Spec Building for up to twenty- four months for economic development purposes and then approved a Memorandum of Understanding memorializing the terms. A request was subsequently submitted for a collateral assignment of the Memorandum of Understanding to Carter Band and Trust to agree to allow the use of the lease commitment as collateral for the financing of the Spec Building. Prior consideration of this request ended in a failed vote due to a 3-3 split at the November 16, 2020 meeting. Commissioner Smith requested to readdress the item at the December 7th meeting.
