III. PUBLIC HEARING <br /> IIIA Public Hearing # 1 for the Community Development Block Grant (CDBG) <br /> Programs 2020-2021 Funding Years <br /> Karen Kennedy, Community Development Manager, presented information regarding <br /> the process for the North Carolina Small Cities Community Development Block Grant <br /> (CDBG) Programs. When you apply for CDBG funds you have to have two public <br /> hearings, this being the first. The purpose of this public hearing is to allow citizens an <br /> opportunity to express views concerning community development priorities, available <br /> funds and eligible activities, and review program compliance prior to the County's <br /> project specific applications to the state administering the agencies. The federal funding <br /> comes from the United States Department of Housing and Urban Development. CDBG <br /> program activities must meet one of the following objectives: 1) benefit low to moderate <br /> income persons; 2) prevent or eliminate slum and blight; or <br /> 3) address an urgent need. Eligible community development activities include projects <br /> for water and sewer infrastructure, low-income housing, economic development, and <br /> special allocations for disaster recovery and COVID-19. Applications are accepted on a <br /> rolling basis. Infrastructure is administered through the Department of Environmental <br /> Quality focusing on water and sewer for low and moderate income areas. Another area <br /> is disaster recovery and mitigation. These funds are administered as a result of <br /> hurricane disasters. COVID-19 funds are administered by the Department of <br /> Commerce. Applications are accepted on a first come first serve basis. The NC <br /> Department of Commerce notified the County last week on Tuesday, November 10th <br /> that there are no funds currently available. A second public hearing tailored to project <br /> details is required prior to an application being submitted in the future. Approval of the <br /> Citizen Participation Plan will qualify for projects applied for during the course of the <br /> next 12 months. The public hearing was advertised in the Sanford Herald on November <br /> 6, 2020. <br /> Chair Dalrymple opened the public hearing for comment.
