MEMORANDUM <br /> TO: BOARD OF COMMISSIONERS, LEE COUNTY <br /> FROM: THE WOOTEN COMPANY <br /> DATE: NOVEMBER 16,2020 <br /> RE: CDBG 2020-2021 FUNDING YEARS CITIZEN PARTICIPATION PLAN <br /> The purpose of this memo is to present the amended Citizen Participation Plan for the 2020-2021 Community Development <br /> Block Grant(CDBG) Program Funding Years being presented for adoption.This Plan is designed to meet requirements for <br /> participation in the 2020-2021(CDBG) programs administered by the following State agencies: <br /> CDBG Program State Administrating Agency <br /> Infrastructure(CDBG-I) NC Department of Environmental Quality(DEQ) Division <br /> of Water Infrastructure(DWI) <br /> Disaster Recovery(CDBG-DR) NC Department of Public Safety(DPS) <br /> Mitigation (CDBG-MIT) Office of Recovery& Resiliency(NCORR) <br /> Economic Development(CDBG-ED) NC Department of Commerce(DOC) <br /> Neighborhood Revitalization (CDBG-NR) Rural Economic Development Division(REDD) <br /> Coronavirus(CDBG-CV) <br /> The Plan ensures that citizens will be provided adequate opportunity for meaningful involvement on a continuing basis and for <br /> participation in planning,implementing,and assessing the CDBG Programs.The Plan contains subjects as objectives of the plan, <br /> public hearing details, program accessibility, citizen access to records, timely information and submission of views and <br /> proposals,and response to proposals and complaints.The Plan also includes special provisions for emergency situations,such <br /> as coronavirus,for 1)public notices from 10 days to 5 days in advance of public hearings,2)options for virtual attendance,and <br /> 3)outreach procedures in lieu of newspaper publications. <br /> In the adoption resolution, the County designates the following persons, and/or successors so titled, as Citizen Participation <br /> Coordinators and to accept comments from the public regarding the CDBG programs: <br /> John Crumpton,County Manager <br /> Jennifer Gamble,Clerk to the Board of County Commissioners <br /> This information is available in Spanish or any other language upon request.
