County Manager's Report — September 21, 2020 <br /> Ongoing Projects <br /> Courthouse & Government Center Renovations — Bar Construction has begun the <br /> renovations of the Fire Place Building (Register of Deeds). Demolition work is 95 percent <br /> complete in the building and they have begun to construct the office area and vault which <br /> is 1500 square feet. The contractor has also begun some demolition and work in the <br /> Historic Courthouse (District Attorney's offices). The Contractor has estimated that they <br /> will be completed with this phase in January 2021 at which point they will move into the <br /> main courthouse building. The company expects work to begin in the Government Center <br /> in November or December. This work schedule will be long since the work is broken <br /> down in sections to limit the number of workspaces impacted at any one time. <br /> Douglas Drive Building — Work is almost complete on the improvements to the building <br /> so that IT and COLTS staff can begin to occupy the facility. A few items related to the <br /> generator and HVAC system for the server room remain to be completed. Installation of <br /> fiber to the building is complete. Windstream is now working on the system to check and <br /> make sure all aspects of the lines are working. This process is taking longer than <br /> expected. When the move of the IT Department begins, IT systems will be down for 48 to <br /> 72 hours during the changeover. This is the major issue with the move and IT is working <br /> on the details. We know that the changeover will begin on a Friday and if all goes well we <br /> will be back up on Monday morning when everyone comes back to work. We expect this <br /> to occur by the end of September. If it cannot be done by the first week of October, the <br /> move will have to occur after the election. Our IT systems cannot be down during early <br /> voting and until the results are certified. <br /> Parks and Recreation Projects —As we discussed last month, the phase 1 projects for <br /> Horton, Temple, OT Sloan and Kiwanis Children Parks were put back out to bid for the <br /> second time. The bids are due September 22. We have held the pre-bid meeting, on site <br /> visits and the final web meeting to clarify bid amendments and allow for questions. Six <br /> (6) contractors took part in the process. Based on the reactions form the contractors, the <br /> changes made to OT Sloan and Kiwanis Children Park plans should bring the bids back <br /> within budget. If the bids are clear and there are no issues, Staff may ask for a special <br /> meeting of the Board in early October so we can award the bid and move forward. <br /> Other Items <br /> Coronavirus Update — The deadline for applications for the Non-Profit CARES Act grant <br /> programs was Friday, September 18, 2020. At the meeting, I will give a preliminary <br /> update on the number of applicants and the process we will go through to award the <br /> grants before October 1, 2020. <br /> The NCPRO office, which is the department set up to administer and oversee the <br /> spending of the CARES Act funds, continues to change the rules for which expenditures <br /> can be made with these funds. In addition, new guidelines have been put in place for the <br /> record keeping and audit trail for all expenditures. This has been a very time consuming <br />
