V. NEW BUSINESS <br /> V.A NCACC Legislative Goals <br /> Every two years the North Carolina Association of County Commissioners conducts a <br /> goal setting process and asks all 100 counties for input to develop a legislative goal list <br /> that they take to the General Assembly in January. Commissioner Kirk Smith discussed <br /> a program called a certificate of need that is a hindrance to access to mental health <br /> treatment throughout the state. The Sandhills Mental Health Program has 3 facilities <br /> coming online that have limited beds available due to a certificate of need requirement. <br /> It deprives individuals of serious mental health treatment. Commissioner Smith <br /> requested that one of the legislative goals be that the Certificate of Need requirement <br /> be abolished for mental health programs in NC. Commissioner Knecht presented a <br /> Resolution for the Board's review and for consideration as a legislative goal. The <br /> Resolution is in support of legislation limiting municipalities from using public utilities to <br /> force satellite annexation.
