V. NEW BUSINESS V.A NCACC Legislative Goals Every two years the North Carolina Association of County Commissioners conducts a goal setting process and asks all 100 counties for input to develop a legislative goal list that they take to the General Assembly in January. Commissioner Kirk Smith discussed a program called a certificate of need that is a hindrance to access to mental health treatment throughout the state. The Sandhills Mental Health Program has 3 facilities coming online that have limited beds available due to a certificate of need requirement. It deprives individuals of serious mental health treatment. Commissioner Smith requested that one of the legislative goals be that the Certificate of Need requirement be abolished for mental health programs in NC. Commissioner Knecht presented a Resolution for the Board's review and for consideration as a legislative goal. The Resolution is in support of legislation limiting municipalities from using public utilities to force satellite annexation. Commissioner Knecht mentioned a business owner who is located across the street from a sewer line and has requested access and has been denied with the excuse that annexation is a preliminary requirement for consideration for sewer access. Motion: Motion to present the request to abolish a Certificate of Need requirement for access to mental health programs as a legislative goal.
