IV.F Bob Hales Center Renovations <br />In 2015, architectural plans for Bob Hales Center renovations were presented and <br />approved by the Board. Construction went out to bid, however all bids returned over <br />budget and as such were rejected by the Board. Since the project was originally <br />designed, the North Carolina Building Code has been updated from the 2012 version <br />to the current 2018 code. Tim Sherman with Sherman Architecture, PLLC will review <br />the construction documents and update them for compliance with the current code. <br />This will also include a Life Safety Plan that is now required as part of the Appendix <br />"B" information. The following services will also be provided as part of this updated <br />agreement: Permitting and Approval, Bid Process, Construction Observation <br />Services, and Construction Administration Services. The cost of the above listed <br />services will be provided as follows: update drawings to reflect the current code, <br />including new Appendix B sheet and Life Safety Plan $3,000 Bid Processing: $1,200 <br />Construction Observation and Administration Services: $3,800 Total Cost of <br />Services $8, 000. Back in 2016 the low bid was $212, 000 for the project. The <br />statutory deadline for the Census as required by law and directed by the <br />Secretary of Commerce is December 31, 2020. Field data collection will end <br />September 30, 2020. Self -response options will also close on this date to permit <br />the commencement of data processing. According to the attached Census report <br />issued on July 30, 2020, Lee County's Self- Response rate is 62.8% which is <br />ahead of the North Carolina Self -Response Rate of 59.0% and on par with the <br />national Self Response Rate of 62.8%. There continues to be certain areas of the <br />County mainly within the incorporated areas of the City of Sanford that are <br />exhibiting a low response rate.
