Motion: Motion that the proposed zoning map amendment is reasonable and in <br />the public interest because it would allow the expansion of an existing mobile <br />home park in a rural area, while maintaining the quiet country character and <br />minimizing the impact of the expansion on the adjoining property owners and <br />the site has access to a public roadway and public water; therefore, the motion <br />is to approve the rezoning request for the property identified as Lee County tax <br />parcels 9528-93-8685-00 and 9528-93-6769-00, from Residential Agricultural <br />(RA) to Azalea Lane Conditional Zoning District. <br />Mover: Dr. Andre Knecht <br />Moved To: Approve <br />For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre <br />Knecht, Robert Reives, Cameron Sharpe, Kirk Smith <br />Motion Result: Passed <br />IV.D Lee County Bid 4837-02-20 Rejection of Bid for Renovations and Improvements to <br />County Parks <br />On July 23, 2020 sealed bids for the County Master Parks Plan Project were <br />opened. Bids were opened from four separate companies, each one of these <br />proposals were significantly over the budgeted amount as adopted in the FY 2021 <br />Annual Budget and the approved projected costs detailed in the FY 2021- 2025 <br />Capital Improvement Plan. County staff has met with the designer, Withers and <br />Ravenel, and under North Carolina Law, the changes that would have to be made <br />to bring the project within the framework of the existing budget would significantly <br />change the scope of the project and therefore would require Development Services <br />and Parks and Recreation to rebid the project with a new scope of plans. Staff has <br />met with the design team and have made several modifications to the plans in order <br />to provide value engineering flexibility in key tasks within each park. Bidding <br />companies included JM Thompson $2,499,000 (15% Contingency would be <br />$374,850) tentative total with contingency is $2,873,850 ($1,125,290 over CIP <br />estimate) Sanford Contractors $2,916,489, BAR Construction $3,080,000, Fred <br />Smith $3,190,000. The tentative new dates for rebidding are August 19 for the bid <br />announcement in the Sanford Herald, Withers Ravenel and County Finance Portal <br />August 27, mandatory WebEx Prebid August 31- September 4, mandatory escorted <br />visits September 11, close out Prebit WebEx September 14, and the last chance for <br />the RFI for the Addendum is September 22 at 2:00 p.m. for the new bid opening to <br />be conducted using WebEx. <br />After analyzing the bids, staff went through the plans with the Architect. Most of the <br />cost overruns were the lighting at Kiwanis Children's' Park and OT Sloan Park. Staff <br />has asked for alternates on the lighting and road and other improvements at OT <br />Sloan. Temple Park and Horton Park Plans did not change and will not change in the <br />rebid. The sink hole at Temple Park is part of the project due to a drainage pipe that <br />collapsed. Baseball and softball fields at Temple Park will be replaced with a walking <br />trail, open space, playground equipment, and basketball courts. <br />
