IV.0 Zoning Map Amendment (Rezoning) - Planning Board Recommendation <br />An application was submitted by Sandhills Partnership to rezone two adjoining tracts <br />of land totaling 4.86 +/ - acres developed with a house addressed as 6400 Old <br />Jefferson Davis Highway and a mobile home park addressed as 15, 25, 35, 45, and <br />65 Azalea Lane, formerly known as the Wilbur R. Stephens Mobile Home Park, from <br />residential Agricultural (RA) to Azalea Lane Conditional Zoning District, with the <br />intent being to expand an existing mobile home park via a site plan specific <br />conditional zoning district. The subject property identified as 9528-93-8685-00 and <br />9528-93-6769-00 as depicted on Lee County Tax Map 9538 and 9528. The Planning <br />Board considered this item at their July 20, 2020 meeting and recommended by a <br />unanimous vote that the Commissioners approve the request by Sandhills <br />Partnership to rezone two adjoining tracts of land totaling 4.86 +/- acres developed <br />with a house addressed as 6400 Old Jefferson Davis Highway and a mobile home <br />park addressed as 15, 25, 35, 45 and 65 Azalea Lane, formerly known as the Wilbur <br />R. Stephens Mobile Home Park, from Residential Agricultural (RA) to Azalea Lane <br />Conditional Zoning District, with the intent being to expand an existing mobile home <br />park via a site plan specific conditional zoning district. In making the <br />recommendation, the board finds that the rezoning proposal from Residential <br />Agricultural (RA) to the Azalea Lane Conditional Zoning District appears to be <br />reasonable and in the public interest since it would allow the expansion of an existing <br />mobile home park in a rural area, while maintaining the quiet country character and <br />minimizing the impact of the expansion on the adjoining property owners. <br />Maintaining a 25 ft landscape buffer of existing mature trees allows the developer to <br />be a good neighbor while also allowing an investment in the property and the <br />addition of, hopefully, additional affordable housing in the area. Also, this request <br />complies with most of the current design standards for mobile home parks and <br />therefore, appears to meet the intent of the ordinance. <br />02-REZ@AZALEA LN-RECO&ORD&EXHIBIT.pdf <br />Motion: Motion that the rezoning request appears to comply with the Plan <br />SanLee "Countryside" designation, in that even though it does not specifically <br />mention mobile home parks, it allows single-family homes in a residential area <br />on the outskirts of a core urbanized area, and this land use is a group of <br />single-family homes on one tract of land in a rural area of the County and the <br />intent appears to be to preserve the rural character of the area; therefore, the <br />motion is that the request is consistent with the adopted long-range plan. <br />Mover: Dr. Andre Knecht <br />Moved To: Approve <br />For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre <br />Knecht, Robert Reives, Cameron Sharpe, Kirk Smith <br />Motion Result: Passed <br />
