This could be due to the tax department operating reduced hours and the timing of bills going out. In reviewing expenditures, the percentage used target is 8.33%. Many of our departments are above the target due to the payment of HSA deposits, annual premiums on workers' compensation insurance and property liability insurance, annual dues, and annual maintenance agreements in the month of July and the inclusion of the encumbrance column. Staff was notified that a sewer line runs under the Courthouse Complex. The City wanted to move the line and abandon the existing line. A field survey was required which was performed by Moseley Architects. This required an additional expenditure to Moseley Architects to conduct the survey.
