Stafford Disaster Relief and Emergency
Assistance Act (42 U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants
for the purpose of providing a system of emergency preparedness for the protection of life and
property in the United States. The total funding available in FY 2012 for the Emergency Management
Performance Grants Program is $339,500,000 nationally. Each local entity is required to submit an
application to the State Administrative Agency (SAA) to receive funding. For North Carolina, the SAA
is through the North Carolina Division of Emergency Management, a division of the Department of
Public Safety. Emergency Management estimates that Lee County will receive $34,000 once the
application process is completed and that estimate will be included in the FY 2012 -13 budget revenue
line item. Based on historical precedent, funds should arrive around March 2013. This is an annual
grant program and Lee County has been a participant each year at least since 2004.
BUDGET IMPACT N/A — 50% match requirement is provided by in -kind contributions
ATTACHMENT(S) Application
PUBLIC HEARING No
PRIOR BOARD ACTION N/A
RECOMMENDATION Authorize submission of grant application and authorize the County
Manager, Finance Director and Emergency Services Director to sign required documents.
