24 <br />LE <br />LEE COUNTY <br />c��ooa ; -aaa aon <br />Committed Today for a Better Tomorrow <br />SPECIAL MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />LEE COUNTY GOVERNMENT CENTER <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />OCTOBER 10, 2011 <br />The special meeting of the Lee County Board of Commissioners for the County of Lee, State of <br />North Carolina, convened at 4 p.m. in the Commissioners' Room, Lee County Government Center, 106 <br />Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present were Richard B. Hayes, <br />Larry "Doc" Oldham, Charles T. Parks, Nathan E. Paschal, Robert T. Reives, Linda A. Shook, and <br />James K. Womack, Jr. Other staff present included County Manager John Crumpton, County Attorney <br />K. R. Hoyle, and Clerk to the Board Gaynell Lee. <br />Chairman Shook called the meeting to order and the following business was transacted: <br />Commissioner Charles Parks delivered the invocation. <br />The pledge of allegiance was recited. <br />Dr. Linda Recio from Evergreen Solutions was present and discussed the upcoming financial <br />review and performance audit for the Lee County Schools and Lee County Government that was <br />approved by the Board at their June 20, 2011 meeting. Board members shared questions, comments <br />and concerns during this time. Ms. Recio stated staff from her organization will be in Lee County the <br />week of November 14`' to begin the diagnostic review which will include interviews with each <br />Commissioner and School Board members, department heads, senior managers and a select group of <br />community leaders. A team of 10 individuals from Evergreen will be in Lee County the week of <br />December 10'" to begin the study. A draft report will be forwarded to the County Manager by early to <br />mid- February. Commissioner Womack moved to approve the initial data request forms presented by <br />Evergreen for the upcoming audit, copies of which are attached to these minutes and by this reference <br />made a part of. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an Economic Development Incentive Agreement between the Lee <br />County Economic Development Corporation and Zurn Industries. A public hearing was held during the <br />last meeting on October 3`' to hear comments from the public in reference to the incentive request. <br />County Manager John Crumpton stated he had met with representatives from Zurn Industries and they <br />expressed concern as to consideration of the incentive agreement as soon as possible.
