0 e <br />Anon 24 595 <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board at this time appointed Mr. W. Dale Talbert as County Attorney, effective January 1, <br />2012. Commissioner Oldham moved to approve a Resolution Appointing Mr. W. Dale Talbert as Lee <br />County Attorney, a copy of which is attached to these minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Shook discussed with the Board Sandhills Center (mental health) matters. It was <br />stated that Guildford County is asking to merge with the eight- county Sandhills Center region that is <br />currently composed of Randolph, Lee, Moore, Harnett, Hoke, Montgomery, Richmond, and Anson <br />Counties. More information will be provided at the January 9 1h meeting of the Board. A representative <br />from Daymark will also be at the January 9 1h meeting to discuss their programs and the impact mental <br />health has on the community. Some concerns expressed included the impact of transporting mental <br />health patients by Sheriff's Department staff, the impact to the emergency room where some patients <br />leave the hospital without their medications, and busing patients into the county for services and <br />leaving them with no means of transportation home. No action was taken. <br />County Manager John Crumpton presented his Monthly Report to the Board which consisted of <br />the following items: <br />• Lighting Project at the Government has been completed. Work is now taking place at <br />the Jail and New and Old Courthouses. <br />• Negotiations continue on contracts received for the Clyde Rhyne Road improvements <br />and renovations to the Lee County Innovation Center. It is anticipated these contracts <br />will come before the Board at the first meeting in January 2012. <br />• Courthouse (basement) renovation project is on schedule and will be bid after the first of <br />the year. It is anticipated the project will be completed by June 30, 2012. <br />• The Evergreen audit project is on schedule with a draft report due by the first of the year. <br />The final report will be presented in late February to early March. <br />• Springsted staff conducted meetings with employees the week of November 28` for the <br />pay /classification study. Staff has completed on -line job description questionnaires and <br />the project is scheduled to be completed by March. <br />• Negotiations in reference to contracts with the City of Sanford are still on hold. These <br />agreements were a major focus of the Evergreen review. It is expected that <br />recommendations will be given with regards to the City contracts in the final.report. <br />• The Health Department is in need of additional space and is asking that they be moved <br />from the Government Center (2 floor). Commissioners will need to review and discuss <br />the situation with the Board of Health. <br />• County offices will be closed December 26` & 27` for the Christmas Holiday and <br />January 2n for the New Year's Holiday. <br />• A two -day workshop for Commissioners is being scheduled for late January-early <br />February to discuss a Strategic Economic Growth Plan. <br />• A one -day Budget Kickoff session for Commissioners will be held the first of March (date <br />undecided at this time). <br />3 <br />
