Commissioner <br />John E. Dotterer seconded the motion and upon a vcte it was adopted by a majority <br />vote, wherein Commissioners Dotterer, Funderburke, Nielsen and Wicker voted <br />for it and Chairman Harmon voted against it. <br />The Board next took up and considered Budget Amendment entitled <br />"Appropriation Adjustment #82021512" and Budget Amendment on HUD Project <br />#B-80-DN-37-0071. Mr. Walter B. Hartman, Jr. , the County Manager, reviewed <br />the Budget Amendment which pertained to CCTC and the Arts Council, and Mr: Elwin. <br />Buchanan, Grants Administrator, reviewed and explained the Budget Amendment <br />pertaining to the HUD project, in San-Lee Heights. Commissioner Lila P. Nielsen <br />moved that the two Budget Amendments presented to the Board, namely, the one <br />titled "Appropriation Adjustment #82021512" and Amendment to, the HUD Project, <br />#B-80-DN-37-0071, copies of which are attached to these minutes and by this reference <br />made a part hereof, be approved and adopted. Commissioner Jack D. Funderburke <br />seconded the motion and upon a roll call vote, Commissioners Dotterer, Funderburke, <br />Nielsen, Wicker and Harmon voted for it and no one voted against it. The Chairman <br />declared the motion carried unanimously. <br />Mr. Elwin Buchanan, Grants Administrator, reported to the Board <br />that it had received an upset bid on the small parcels of land it had offered for sale <br />to landowners in the Grapevineyard section. , Commissioner Gordon A. Wicker <br />moved that all bids be rejected and that the sale be cancelled at the present time. <br />Commissioner Jack D. Funderburke seconded the motion and upon a vote it was <br />unanimously adopted. <br />The monthly Release Report for taxes double listed or incorrectly <br />listed due to clerical errors was presented to the Board. Commissioner John E. <br />Dotterer moved that relief and release from taxes be authorized and approved in <br />accordance with the January 1982 Release Report from the Tax Supervisor's office, <br />a copy of which is attached hereto and by this reference made a part hereof. Comm- <br />issioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Lila P. Nielsen moved that the Board go into <br />Executive Session. Commissioner Jack D. Funderburke seconded the motion. <br />Following a brief session, Commissioner John E. Dotterer moved that the Executive <br />Session be closed. Commissioner Lila P. Nielsen seconded the motion and upon a <br />vote it was unanimously adopted. The Board then went back into regular session. <br />
