Commissioner John E. Dotterer seconded the motion and upon a vcte it was adopted by a majority vote, wherein Commissioners Dotterer, Funderburke, Nielsen and Wicker voted for it and Chairman Harmon voted against it. The Board next took up and considered Budget Amendment entitled "Appropriation Adjustment #82021512" and Budget Amendment on HUD Project #B-80-DN-37-0071. Mr. Walter B. Hartman, Jr. , the County Manager, reviewed the Budget Amendment which pertained to CCTC and the Arts Council, and Mr: Elwin. Buchanan, Grants Administrator, reviewed and explained the Budget Amendment pertaining to the HUD project, in San-Lee Heights. Commissioner Lila P. Nielsen moved that the two Budget Amendments presented to the Board, namely, the one titled "Appropriation Adjustment #82021512" and Amendment to, the HUD Project, #B-80-DN-37-0071, copies of which are attached to these minutes and by this reference made a part hereof, be approved and adopted. Commissioner Jack D. Funderburke seconded the motion and upon a roll call vote, Commissioners Dotterer, Funderburke, Nielsen, Wicker and Harmon voted for it and no one voted against it. The Chairman declared the motion carried unanimously. Mr. Elwin Buchanan, Grants Administrator, reported to the Board that it had received an upset bid on the small parcels of land it had offered for sale to landowners in the Grapevineyard section. , Commissioner Gordon A. Wicker moved that all bids be rejected and that the sale be cancelled at the present time. Commissioner Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. The monthly Release Report for taxes double listed or incorrectly listed due to clerical errors was presented to the Board. Commissioner John E. Dotterer moved that relief and release from taxes be authorized and approved in accordance with the January 1982 Release Report from the Tax Supervisor's office, a copy of which is attached hereto and by this reference made a part hereof. Comm- issioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously adopted. Commissioner Lila P. Nielsen moved that the Board go into Executive Session. Commissioner Jack D. Funderburke seconded the motion. Following a brief session, Commissioner John E. Dotterer moved that the Executive Session be closed. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously adopted. The Board then went back into regular session.
