10 ;;;,s- 411, <br />Capital Health Systems Agency, Inc. , reported to the Board that <br />its Board Selection Committee authorized the three member representatives to fill <br />any vacancy which occurs within their respective county. It also reported that Dr. <br />Dean Kesler was eligible for re-appointment to Slot No. 27. Commissioner John <br />E. Dotterer moved that the re-appointment of Dr. Kesler be approved and also the <br />procedure outlined in the CHS letter of March 25, 1982, for the filling of vacancies <br />on the CHS Board. Commissioner Lila P. Nielsen seconded the motion and upon a <br />vote, the motion was unanimously adopted. <br />The Capital Health Systems Agency's request for an appropriation <br />for this year based on $0'. 10 per capita was presented to the Board and discussed. <br />Commissioner John E. Dotterer moved that the request be denied. Commissioner <br />Gordon A. Wicker seconded the motion. Upon a vote, Commissioner Lila P. <br />Nielsen abstained and the othersrvoted in favor of adopting the motion and the Chair- <br />man ruled the motion carried by a majority vote. <br />The County Manager presented two budget amendments, namely: <br />appropriation adjustment no. 82040515 and no. 82040516, which he reviewed and <br />explained to the Board. Commissioner Jack D. Funderburke moved that the reso- <br />lutions, copies of which are attached to these minutes and by this reference made a <br />part hereof, be approved and adopted. Commissioner John E. Dotterer seconded the <br />motion and upon a vote the motion was unanimously adopted. <br />The resolution supporting passage of the North Carolina Clean Water <br />Bond Referendum adopted by the Triangle J Council of Governments was presented to <br />the Board. Commissioner John E. Dotterer moved that the Board support passage <br />of the referendum and urge State officials to proceed to schedule the referendum for <br />the next Statewide election. Commissioner Gordon A. Wicker seconded the motion <br />and upon a vote, the motion was unanimously adopted. <br />The County Manager called the Board's attention to the order of <br />the North Carolina Utilities Commission, dated March 26, 1982, which permitted <br />Trailways Southeastern Lines, Inc. , to discontinue bus runs between Durham and <br />Rockingham. <br />Commissioner Gordon A. Wicker moved that the Board declare <br />the week of April 25 - May 1, 1982, as Emergency Medical Services Week in Lee <br />County, and that the motion was duly seconded by Commissioner John E. Dotterer <br />and upon a vote was unanimously adopted. <br />The Board next considered the proposed agreement between the <br />County and the North Carolina Local Governmental Employees' Retirement System <br />to expand benefits to cover credit for military service, repayment of voluntarily with- <br />drawn accounts, and credit for out-of-state service. Commissioner John E. <br />Dotterer moved to adopt the following resolution: <br />
