Chesney for property in Jonesboro Township for the years 1980 and 1981, which were paid through error, were approved for refund, upon motion of Commissioner Lila P. Nielsen, which motion was duly seconded by Commissioner Jack D. Funderburke and which motion was unanimously adopted upon a vote. The County Manager, Walter B. Hartman, stated that there were certain employees in the Department of Social Services who had been employed on the basis that they retain their accrued leave when they transferred their employment to Lee County. The County Manager pointed out that this was in viol- ation of the recent personnel policy adopted in Lee County. Commissioner John E. Dotterer moved that those individuals affected in the Department of Social Services be allowed to continue receiving leave at the same rate that they had in the past and that all new employees be required to enter under the existing personnel policy. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimous- ly adopted. Mr. Leonard Barefoot, County Planner, appeared before the Board and requested that the Board consider appointing a Hazardous Waste Management Committee. Commissioner John E. Dotterer moved that the Board establish a Hazardous Waste Management Committee to serve in an advisory capacity. Comm- issioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously adopted. The Board next considered vending machines policies and there was an extended discussion. Sheriff Billy Bryant appeared before the Board and presented the recommendations of his Department. The drafts prepared by the County Manager were discussed at length. Commissioner John E. Dotterer moved that the Board table consideration of this matter to allow the County Manager to draft policies in keeping with the sentiments expressed by the Board in their discussion. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimous- ly adopted. Mr. Frank Barringer appeared before the Board and explained the promotion that will be made in the month of May to promote North Carolina Trails and that a festival was planned for the Indoor Hearth, and requested the Board of Commissioners to invite Secretary Grimsley to appear at that event. Commissioner Lila P. Nielsen moved that the County Manager be authorized and directed to request Secretary Grimsley to attend the festival to be held at the Indoor Hearth on May 22, 1982, promoting North Carolina Trails. Commissioner John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. The matter of leasing an ambulance to the Civil Air Patrol was discussed, and the Clerk was authorized to initiate procedures to authorize such a lease.
