Chesney for property in Jonesboro <br />Township for the years 1980 and 1981, which were paid through error, were <br />approved for refund, upon motion of Commissioner Lila P. Nielsen, which motion <br />was duly seconded by Commissioner Jack D. Funderburke and which motion was <br />unanimously adopted upon a vote. <br />The County Manager, Walter B. Hartman, stated that there were <br />certain employees in the Department of Social Services who had been employed <br />on the basis that they retain their accrued leave when they transferred their <br />employment to Lee County. The County Manager pointed out that this was in viol- <br />ation of the recent personnel policy adopted in Lee County. Commissioner John <br />E. Dotterer moved that those individuals affected in the Department of Social Services <br />be allowed to continue receiving leave at the same rate that they had in the past <br />and that all new employees be required to enter under the existing personnel policy. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimous- <br />ly adopted. <br />Mr. Leonard Barefoot, County Planner, appeared before the Board <br />and requested that the Board consider appointing a Hazardous Waste Management <br />Committee. Commissioner John E. Dotterer moved that the Board establish a <br />Hazardous Waste Management Committee to serve in an advisory capacity. Comm- <br />issioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously <br />adopted. <br />The Board next considered vending machines policies and there <br />was an extended discussion. Sheriff Billy Bryant appeared before the Board and <br />presented the recommendations of his Department. The drafts prepared by the <br />County Manager were discussed at length. Commissioner John E. Dotterer moved <br />that the Board table consideration of this matter to allow the County Manager to <br />draft policies in keeping with the sentiments expressed by the Board in their discussion. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimous- <br />ly adopted. <br />Mr. Frank Barringer appeared before the Board and explained the <br />promotion that will be made in the month of May to promote North Carolina Trails <br />and that a festival was planned for the Indoor Hearth, and requested the Board of <br />Commissioners to invite Secretary Grimsley to appear at that event. Commissioner <br />Lila P. Nielsen moved that the County Manager be authorized and directed to request <br />Secretary Grimsley to attend the festival to be held at the Indoor Hearth on May 22, <br />1982, promoting North Carolina Trails. Commissioner John E. Dotterer seconded <br />the motion and upon a vote it was unanimously adopted. <br />The matter of leasing an ambulance to the Civil Air Patrol was <br />discussed, and the Clerk was authorized to initiate procedures to authorize such a <br />lease. <br />
