No formal action <br />was taken at this time on the proposed Highway Program. <br />The Board next received bids for the Deep River School Water Line <br />extension on Secondary Road No. 1430. The bids received were as shown on the <br />Bidders Data Sheet attached hereto and by this reference made a part hereof. Follow- <br />ing receipt of the bids, Mr. Bob Bracken, the Engineer, took them for study prepara- <br />tory to giving the Board his recommendations. <br />Mr. J. Harold Moses, Chief of Section, and Mr. John Howard, <br />Parks and Recreation Consultant, from the Department of Natural Resources and <br />Community Development, appeared before the Board and presented a certificate to Mr. <br />Ron Ferris, for his completion of training at the North Carolina Parks and Recreation <br />Academy. <br />The Board next considered the monthly list of releases prepared by <br />the Tax Supervisor's office and also one additional release in the name of Anita Cross <br />Wicker. Commissioner Jack D. Funderburke moved that the monthly release report for <br />June, 1982, as prepared by the Tax Supervisor's Office and amended to include the name <br />of "Anita Cross Wicker", for property in Greenwood Township, be approved and <br />allowed. Commissioner John E. Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />The roster of the West Sanford Fire Department, as certified by Fire <br />Chief, Phil Burns, was presented to the Board. Commissioner Gordon A. Wicker <br />moved that the Board certify the list as a true and accurate list of all active firemen <br />pf that department. Commissioner John E. Dotterer seconded the motion and upon a vote <br />it was unanimously adopted. <br />The draft of a contract between the County and the Northview Rural <br />Volunteer Fire Department for the furnishing of fire protection services in the North- <br />view Fire District, was presented to the Board. Commissioner John E. Dotterer <br />moved that the draft be approved and that the term of the agreement be set at twenty <br />years. Commissioner Jack D. Funderburke seconded the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Robert Bracken appeared before the Board and recommended that <br />the low bid of Jeter C. Johnson in the amount of $28, 055. 00, be accepted by the Board <br />as the successful bidder on the Deep River Water Line Extension. Commissioner <br />John E. Dotterer moved that the low bid of Jeter C. Johnson, as reported by the engineer, <br />be accepted and that the officers of the Board be authorized and directed to enter into <br />a contract for the work at that price. Commissioner Jack D. Funderburke seconded <br />the motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the Board <br />and presented application for a Community Development Grant. The matter was <br />discussed at length. Commissioner John E. Dotterer moved that the resolution concern- <br />ing Community Development, a copy of which is attached hereto and by this reference <br />made a part hereof, be adopted, and that the necessary funds for such application be <br />appropriated from the Capital Reserve Fund.
