0
.1 0 BOOK 10 55q
Commissioner Lila P. Nielsen moved that the change order be approved and the
Chairman be authorized to execute it for and on behalf of the County. Commissioner
Jack D. Funderburke seconded the motion and upon a vote it was unanimously
adopted.
Mr. Walter B. Hartman, Jr. , County Manger, reminded the Board
that under the fire district resolution, the Board needed to appoint a Fire Comm-
issioner. Commissioner John E. Dotterer moved that Commissioner Gordon A.
Wicker be appointed Fire Commissioner to serve at the pleasure of the Board.
Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unani-
mously adopted.
The request of Superintendent William R. Johnson, for additional
money for projected energy costs on behalf of the School District was presented to
the Board. The matter was discussed at length. The Board took no action upon
the request.
. County Manager, Walter B. Hartman, reminded the Board that
in adopting its budget, they had agreed to provide a level of school funding from
County sources not to exceed $2, 947, 504. 00 for Current Expense purposes and an
amount not to exceed $350, 000. 00 for Capital Outlay purposes. The funding was
contingent and provided that the amount for Current Expense would be reduced by
the amount that the fund balance in Current Expense exceeds $250, 000. 00 and the
amount for Capital Outlay would be reduced by the amount that the fund balance
exceeded $125, 000. 00. The County manager reported that although the School
System had expended for Current Expense, $181, 181. 22 in June 1980, and
$192, 337. 78 in June 1981, they had spent $452,480. 32 in June 1982. The County
Manager said that as a result of the expenditures made by the School District in
June, 1982, the County would have to appropriate $118, 500. 00 for Current Expense
and $33, 500. 00 for Capital Outlay. Budget Amendment entitled "Appropriation
Adjustment #82100404, which made such transfers was presented to the Board.
After discussion and review of the amendment, Commissioner John E. Dotterer
moved the adoption of the budget amendment, a copy of which is attached to these
minutes and by this reference made a part hereof. Commissioner Jack D. Fund-..
erburke seconded the motion and upon a vote it was unanimously adopted.
The request of the Lee County School District for the conveyance of
land on the east side of the old County Home, was reviewed and discussed. The
County Attorney was instructed to see if a lease or other agreement would not be
satisfactory.
Mr. Nathan Crissman, the Tax Collector, appeared before the Board
and presented a list of parties and accounts for which he thought relief and refunds
should be granted. Most of the reliefs were uncollectible because the statute of
limitations had run and further collection efforts would be futile. Commissioner
Jack D. Funderburke moved that the Tax Collector be relieved from having to attempt
to collect from or account for the taxes listed on his report dated September 30,
1982, a copy of which is attached to these minutes and by this reference made a part
hereof and further, that he be authorized to refund taxes to FHA as set forth therein.
