900.{ 1.0 1. 61.8 <br />MINUTES OF THE SPECIAL MEETING OF THE <br />BOARD OF COMMISSIONERS FOR THE COUNTY <br />v <br />OF LEE, NORTH CAROLINA <br />Monday, November 29, 1982 <br />The special meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, called by the Chairman, pursuant to General Statutes <br />153A-40, convened at 12:00 o'clock noon, on Monday, November 29, 1982, in the <br />Commissioners Room, second floor, County Office Building, 200 Wicker Street, <br />Sanford, North Carolina, the same being the time, date and place specified in the <br />call. Those present when the meeting opened were Commissioners K. S. Harmon, <br />Lila P. Nielsen, and Gordon A. Wicker. Commissioners John E. Dotterer and <br />Jack D. Funderburke joined the meeting shortly after it was convened. <br />Chairman K. S. Harmon declared a quorum present and the meeting <br />open for the transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The Chairman stated that the purpose of the meeting was to discuss <br />the program of Deinstitutionalization in the Mental Health field, as announced by Dr. <br />Sarah T. Morrow, Secretary of the North Carolina Department of Human Resources,, <br />at her press conference on November 23, 1982. The Chairman asked Mr. M. M. <br />Elmore, of the Lee-Harnett Area Mental Health, Mental Retardation and Substance <br />Abuse Authority to comment upon the program. At this point, Commissioner Jack <br />D. Funderburke joined the meeting. Mr. Elmore spoke and commented upon the <br />statements which had been made by Dr. Thomas A. Wilson, Clinical Director of the <br />Lee-Harnett Area Mental Health, Mental Retardation and Substance Abuse Authority. <br />While Mr. Elmore was speaking, Commissioner John E. Dotterer joined the meeting. <br />Following Mr. Elmore's comments, Dr. Thomas A. Wilson spoke and commented <br />upon the needs of the mentally ill in this area. In addition to comments from the <br />members of the Board of Commissioners, Reverend Richard Hobson, a member of <br />the Board of the Lee-Harnett Area Mental Health,. Mental Retardation and Substance <br />Abuse Authority, also spoke, and Mr. Donn Gunderson, Director of the Lee County <br />Social Services Department, spoke. Commissioner John E. Dotterer then moved <br />the adoption of the following resolution: <br />WHEREAS, Dr. Sarah T. Morrow, Secretary of the <br />North Carolina Department of Human Resources, has announced <br />that she is proposing a program of transferring chronically ill <br />patients from Dorothea Dix Hospital and expansion of community <br />programs to meet the needs of the mentally ill; and <br />
