900.{ 1.0 1. 61.8 MINUTES OF THE SPECIAL MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY v OF LEE, NORTH CAROLINA Monday, November 29, 1982 The special meeting of the Board of Commissioners for the County of Lee, State of North Carolina, called by the Chairman, pursuant to General Statutes 153A-40, convened at 12:00 o'clock noon, on Monday, November 29, 1982, in the Commissioners Room, second floor, County Office Building, 200 Wicker Street, Sanford, North Carolina, the same being the time, date and place specified in the call. Those present when the meeting opened were Commissioners K. S. Harmon, Lila P. Nielsen, and Gordon A. Wicker. Commissioners John E. Dotterer and Jack D. Funderburke joined the meeting shortly after it was convened. Chairman K. S. Harmon declared a quorum present and the meeting open for the transaction of business. Chairman K. S. Harmon presided and the following business was transacted: The Chairman stated that the purpose of the meeting was to discuss the program of Deinstitutionalization in the Mental Health field, as announced by Dr. Sarah T. Morrow, Secretary of the North Carolina Department of Human Resources,, at her press conference on November 23, 1982. The Chairman asked Mr. M. M. Elmore, of the Lee-Harnett Area Mental Health, Mental Retardation and Substance Abuse Authority to comment upon the program. At this point, Commissioner Jack D. Funderburke joined the meeting. Mr. Elmore spoke and commented upon the statements which had been made by Dr. Thomas A. Wilson, Clinical Director of the Lee-Harnett Area Mental Health, Mental Retardation and Substance Abuse Authority. While Mr. Elmore was speaking, Commissioner John E. Dotterer joined the meeting. Following Mr. Elmore's comments, Dr. Thomas A. Wilson spoke and commented upon the needs of the mentally ill in this area. In addition to comments from the members of the Board of Commissioners, Reverend Richard Hobson, a member of the Board of the Lee-Harnett Area Mental Health,. Mental Retardation and Substance Abuse Authority, also spoke, and Mr. Donn Gunderson, Director of the Lee County Social Services Department, spoke. Commissioner John E. Dotterer then moved the adoption of the following resolution: WHEREAS, Dr. Sarah T. Morrow, Secretary of the North Carolina Department of Human Resources, has announced that she is proposing a program of transferring chronically ill patients from Dorothea Dix Hospital and expansion of community programs to meet the needs of the mentally ill; and
