50 OK 1 PACE 2 <br />Following the oath taking, a short break was observed to allow the <br />newly installed Commissioners and members of the Board, of Education to receive <br />the congratulations and good wishes of family and friends who were in attendance. <br />During the break, Mr. James Holt, appeared and presented a copy <br />of his oath of office taken before the Clerk of Superior Court, Sion H. Kelly, and <br />his bond. <br />The Board then proceeded with the organization of the Board and as <br />the first order of business, conducted an election to choose one of its members as <br />Chairman for the ensuing year. The Board elected to vote by ballot and ballots <br />were distributed, marked and signed. The ballots were collected and tabulated by <br />the Clerk and County Manager. The results of the first ballot were as follows: <br />Commissioners Wicker and Dossenbach voted for Commissioner Gordon A. Wicker <br />to be Chairman; Commissioners Dotterer and Matthews voted for Commissioner John <br />E; Dotterer, and Commissioner Almond voted for Commissioner Bertha L. <br />Matthews. Since no one received a majority of the votes cast, ballots were dis- <br />tributed and a second election was held. The marked and signed ballots were <br />collected and tabulated. The results of the second election were as follows: <br />Commissioners Wicker and Dossenbach voted for Commissioner Gordon A. Wicker <br />to be Chairman; Commissioners Almond, Dotterer, and Matthews voted for <br />Commissioner John E. Dotterer. Commissioner John E. Dotterer, having received <br />a majority of the votes cast, he was declared duly elected as Chairman and he <br />assumed the Chair and presided over the remainder of the session. In accordance <br />with the requirements of the open meeting law, the ballots were available for. public <br />inspection and the Clerk was instructed to record the results in the minutes. <br />The Chairman stated that the next order of business would be the <br />election of a vice-chairman. The Board decided to conduct an election by ballot <br />and accordingly, ballots were distributed. The marked and signed ballots were <br />collected and tabulated by the County Manager and Clerk. The results were as <br />follows: Commissioners. Almond, Dossenbach, Dotterer, and Matthews voted for <br />Commissioner Bertha L. Matthews to be Vice-Chairman; Commissioner Wicker <br />voted for Commissioner John R. Dossenbach, Jr. Commissioner Bertha L. <br />Matthews having received a majority of the votes cast, she was declared duly <br />elected as Vice-Chairman of the Board. <br />The Board next considered the draft of the minutes for the regular <br />meeting held on November 12, 1982, and the special meetings held on November <br />15, 1982, and November 29, 1982. Commissioner Dossenbach moved that the <br />minutes be approved as submitted and recorded. Commissioner Almond seconded <br />the motion and upon a vote, the motion was unanimously adopted. <br />There were no petitions concerning roads for.consideration by the <br />Board at this meeting. <br />
