Jefferson Ward, Taylor Uzzell and Tommy Pickard, <br />representatives of the Kiwanis Club, appeared before the Board and presented <br />an agreement relating to the use of a portion of the property acquired by the <br />County from the Reeves family, as the Kiwanis Family Park. After extensive <br />discussion, Commissioner John R. Dossenbach, Jr. , moved that the County <br />accept the agreement with the stipulation that it would extend for a ten year <br />period. Commissioner Bertha L. Matthews seconded the motion and upon a <br />vote, Commissioners Matthews, Dossenbach and Dotterer voted for the motion <br />and Commissioners Wicker and Almond voted against it. The Chairman <br />ruled the motion had carried by a majority vote. <br />It was reported to the Board that the Department of Social <br />Services ,had been awarded a 1007o Grant to carry out work in the Protective <br />Services Area. The matter was discussed at length, following which Comm- <br />issioner Bertha L. Matthews moved that the Board accept the grant. Comm- <br />issioner John R. Dossenbach, Jr. , seconded the motion and upon a vote it was <br />unanimously adopted, and the County Manager was directed to prepare an <br />appropriate budget amendment. <br />Chairman John E. Dotterer reported on the activities of the <br />Mental Health Department since the last meeting of the Board. <br />The Clerk presented the results of the special tax elections <br />held in the Lemon Springs Fire Protection District, the West Sanford Fire <br />Protection District, and the Tramway Fire Protection District. The results of <br />the ballots were as shown on the abstract of votes for each of said Protection <br />Districts as certified by the Board of Elections, copies of which are attached to <br />these minutes and by this reference made a part hereof. Commissioner Gordon <br />A. Wicker moved that the Board certify the results and notify the Tax Department <br />of the favorable action of the voters in said districts. Commissioner Matthews <br />seconded the motion and upon a vote it was unanimously adopted. <br />The Board discussed a retirement program pertaining to Law <br />Enforcement personnel, however, they requested the County Manager to obtain <br />additional information and report back to the Board. <br />Commissioner John R. Dossenbach, Jr. , requested that flags, <br />both national and state, be flown in front of the County Office building. <br />Commissioner Bertha L. Matthews reported on the activities <br />of the Department of Social Services and the committee considering disposal of <br />hazardous waste. <br />
