0 R E S O L U T I O N WHEREAS, the Downtown Bu "OK ess it P4H '73 Association has appeared before the Lee County Board of Commissioners requestinq assistance in the amount of $10,000 per year for a period of three (3) years to be used for administrative expenses as needed for organizing and carrying out the plans of the revitalization of the downtown business district, and WHEREAS, Lee County recognizes it is to the county's best interest that a policy be adopted to assist with a planned revitalization program of the business districts located within Lee County, and WHEREAS, the municipality and the business association agency have developed a revitalization plan; NOW, THEREFORE, BE IT RESOLVED BY THE LEE COUNTY BOARD OF COMMISSIONERS as follows; The Lee County Board of Commissioners will contribute $10,000 per ''annum as a contribution for the revitalization of business districts with- in:Le'e County subject to the following conditions: a. That private local matching funds be committed in the amount of $10,000 per year for three (3) years by the business district requesting assistance. b. That the private local matching funds may be provided either by private contribution or by a special tax on the business district. c. That if no tax district is formed to provide the private local funds then the amount of $30,000 must be secured in advance of a commitment by the Lee County Board of Commissioners. d. That if the business district is within the corporate limits of a municipality, the municipality must provide an equal amount of matching funds to the project. e. That these funds be used only for coordinating and administering a prior approved plan for revitalization of said business district. f. That the Lee County matching funds will be from non-tax sources. g. That a committee of three (3) members will be formed, consisting of one from the municipality, one from the business association agency within the municipality, and one from the County of Lee, to serve in an advisory capacity and to receive and review various progress reports and the annual report. h. That an annual report shall be made to the Lee County Board of Commissioners indicating progress made and money spent during the preceding year. That if in reviewing the progress reports it is determined by the Lee County Board of Commissioners that there is not sufficient progress being made in the revitalization program, the county may withhold its annual assistance matching funds and require refunding to the County of funds already spent.
