E 62 <br />i15 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />J Monday, February 21st, 1983 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 7:00 o'clock p. m. , on <br />Monday, February 21st, 1983, in the Commissioners Room, second floor, <br />County Office Building, 200 Wicker Street, Sanford, North Carolina. Those <br />present were Commissioners John R. Dossenbach, Jr. , John E. Dotterer, <br />Bertha L. Matthews, and Gordon A. Wicker. Commissioner Jerry M. Almond <br />was absent but joined the meeting later. The Chairman declared a quorum <br />present and the meeting open for the transaction of business. <br />The invocation was given by the Reverend Jim Staunton, Pastor <br />of the Congregational Christian Church. <br />Minutes of the regular meeting held on February 7th, 1983, were <br />approved and ordered recorded, upon motion of Commissioner Gordon A. Wicker, <br />which motion was seconded by Commissioner Bertha L. Matthews and which motion <br />was unanimously adopted upon a vote. <br />Commissioner Jerry M. Almond joined the meeting and participated <br />in the further deliberations of the Board. <br />A petition requesting the adding of the roads in the Wildwood Sub- <br />division to the State Maintained Secondary Road System, was presented to the Board. <br />The motion approving the addition of such roads was approved, upon motion of <br />Commissioner Gordon A. Wicker, seconded by Commissioner Bertha L. Matthews, <br />which motion was unanimously adopted. <br />The Board next considered the Animal Control Ordinance. Comm- <br />issioner Bertha L. Matthews moved that all the provisions in the Act relating to tags <br />and fees be rescinded. Commissioner Gordon A. Wicker seconded the motion. <br />Commissioner Jerry M. Almond spoke in opposition to the motion. Commissioner <br />Jerry M. Almond offered a substitute motion to amend the Ordinance to limit the <br />costs of tags to $6. 00 for owners of more than three dogs. Commissioner John R. <br />Dossenbach, Jr. , seconded the substitute motion. Mr. Gerald Shaw was recognized <br />who spoke in opposition to the substitute motion on behalf of a delegation of dog•, <br />owners and hunters. Commissioner Gordon A. Wicker also spoke in opposition to <br />the substitute motion. The Chairman called for the vote on the substitute motion <br />first and the substitute motion failed. Commissioners Almond and Dossenbach <br />voted for the substitute motion and Commissioners Dotterer, Matthews and Wicker <br />voted against it. The substitute motion having failed, the.Chairman called fora vote <br />on the main motion. The main motion was adopted by a majority vote of three to <br />
