EOOK ~1 s Bk <br />Sec. 5. Cruelty to animals. <br />It shall be unlawful for any person to molest, torture, torment, <br />deprive of necessary sustenance, cruelly beat, needlessly mutilate or kill, <br />wound, injure, poison, abandon or subject to conditions detrimental to its <br />health or general welfare of any animal, or to cause or procure such action. <br />The words "torture" and "torment" shall be held to include every act, omission <br />or neglect whereby unjustifiable physical pain, suffering or death is caused <br />or permitted; but such terms shall not be construed to prohibit lawful <br />shooting of birds, deer or other game for human food; not to prohibit an <br />animal's owner, a veterinarian, the Animal Control Section, or its agents <br />from destroying dangerous, unwanted or injured animals in a humane manner, <br />not to prohibit the lawful use of animals in scientific research. <br />Sec. 6. Confinement, muzzlinq and control of vicious or danqerous animals. <br />It shall be unlawful for any owner to keep any vicious, fierce or <br />dangerous animal within the county, unless it is confined within a secure <br />building or enclosure, or unless it is securely muzzled and under restraint <br />by a competent person who, by means of a leash, chain or rope, has such <br />animal firmly under control at all times. <br />Sec. 7. Animals creatinq nuisance prohibited from runninq at large. <br />It shall be unlawful for any owner to permit an animal to run at <br />large, if such animal is reported as creating a public nuisance and an <br />animal control officer determines, after investigation, that the reports <br />are supported by the evidence. In such cases, and only in such cases, the <br />owner music keep the animal that has been found to be creating a public <br />nuisance on his own property at all times, unless the animal is under <br />restraint. <br />For the purposes of this section, public nuisance includes without <br />limitation, the following: animals that habitually or repeatedly chase, <br />snap at, attack or harass pedestrians, bicyclists or vehicles, or tip over <br />garbage pails, or damage gardens, flowers, or vegetables, or, in the case of <br />a female animal, one that is allowed to run at large during estrus. <br />Sec. 8. Barking dogs. <br />It shall be unlawful for any dog owner to keep or have a dog that <br />habitually or repeatedly barks in such a manner or to such an extent that <br />it is a public nuisance. <br />Sec. 9. Teasinq or molesti <br />it shall be unlawful for any person to tease, bait, or in any way <br />molest any animal not belonging to him or legally under his control. <br />
