Buchanan, Grants Administrator, appeared before the Board to discuss the 1983 Community Development Block Grant appli- cation and to report the recommendations of the Community Development Council regarding the application. The Community Development Council recommended that an application in the approximate amount of $500,000 be submitted and that the project area be the-San-Lee Heights area. Commissioner Wicker moved that recommendations be approved, which motion was seconded by Commissioner Matthews and upon a vote was unanimously adopted. Mr. William Johnson, Superintendent of Schools, and Mr. Ernest_ Atkinson, Assistant Superintendent of Schools, appeared before the Board to request permission to hire an architect for the Floyd L. Knight School Renovation Project using Capital Outlay funds to pay the architect. Upon motion of Commissioner Dossenbach, seconded by Commissioner Almond, it was unanimously adopted to approve the request. Mr. Johnson and Mr. Atkinson also requested that the Board give permission to the Schools to acquire the property across from the old county home and next to the Lee County Senior High School which is now available. Upon motion of Commissioner Wicker, seconded by Commissioner Almond, it was unanimously adopted to approve this request. The Board next took under advisement the Exotic Animal Ordinance as prepared and deferred any action until a later meeting and until all commissioners had an opportunity to study the ordinance. The County Manager was instructed to send a copy of the proposed ordinance to all the veterinarians in the county for their comments. Mr. Billy Kottcamp appeared before the Board to express his concerns regarding the ordinance. Mr. Kottcamp was given a copy of the proposed ordinance and informed that no action would be taken at this meeting. Walter B. Hartman, Jr., County Manager, informed the Board that Section 2, Article III, Impoundment, of the Animal Control Ordinance needed to be amended due to the space limitations on the bulletin board at the Animal. Shelter. After much:discussion, Commissioner Dossenbach moved that the ordinance be amended to read "The time and place of the taking of such animal, together with the time and date of posting the notice shall be available", which motion was seconded by Commissioner Wicker and upon a vote was unanimously adopted. The County Manager was instructed to contact the Humane Society to see if their group might be able to provide an attendant at the Animal Shelter for certain hours of the day. The County Manager informed the Board have agreed to do the county-wide vaccination p by the late Dr. McKinnon. The veternarians are the program for a fee of $4.00 per vaccination.
