10Ur lip cL 76 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS Y FOR THE COUNTY OF LEE, STATE OF NORTH CAROLINA Monday, March 7, 1983 The regular meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened at 9:30 a.m., on Monday, March 7th, 1983, in the Commissioners Room, second floor, County Office Building, 200 Wicker Street, Sanford, North Carolina. Those present were Commissioners John R.Dossenbach, Jr., Jerry M. Almond, Bertha L. Matthews, and Gordon A. Wicker. Chairman Dotterer was absent but joined the meeting later. The Vice-Chairman, Bertha L. Matthews, declared a quorum present and the meeting open for the transaction of business. The invocation was given by Reverend Earl Adkins. The minutes of the regular meeting held on February 21st, 1983 were approved and ordered recorded, upon motion of Commissioner Jerry M. Almond, which motion was seconded by Commissioners Dossenbach and which motion was unanimously adopted upon a vote. Commissioner Dotterer joined the meeting and participated in the further deliberations of the Board. Commissioner Wicker requested that a letter be written to the Department of Transportation requesting an update on the Valley View Subdivision being added to the State's Secondary Road System. Mr. Elwin J. Buchanan, Grants Administrator, presented some preliminary information on the 1983 Community Development Block Grant Application public hearing. Upon motion of Commissioner Wicker seconded by Commissioner Matthews, the Chairman declared the public hearing open and invited anyone who wished to speak to do so. After all persons had spoken, Commissioner Almond requested that Mr. Buchanan and the County Planner, Leonard Barefoot, provide the board with information as to where pockets of substandard houses are located and to provide the board with a possible program that would speed up the rehabilitation of these homes. Commissioner Almond's request was in the form of a motion, which motion was seconded by Commissioner Matthews, and unanimously adopted upon a vote. Upon motion of Commissioner Wicker, seconded by Commissioner Almond, the Chairman declared the public hearing closed.
