10Ur lip cL 76 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />Y FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, March 7, 1983 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 9:30 a.m., on <br />Monday, March 7th, 1983, in the Commissioners Room, second floor, <br />County Office Building, 200 Wicker Street, Sanford, North Carolina. <br />Those present were Commissioners John R.Dossenbach, Jr., Jerry M. <br />Almond, Bertha L. Matthews, and Gordon A. Wicker. Chairman <br />Dotterer was absent but joined the meeting later. The Vice-Chairman, <br />Bertha L. Matthews, declared a quorum present and the meeting open <br />for the transaction of business. <br />The invocation was given by Reverend Earl Adkins. <br />The minutes of the regular meeting held on February 21st, 1983 <br />were approved and ordered recorded, upon motion of Commissioner Jerry M. <br />Almond, which motion was seconded by Commissioners Dossenbach and which <br />motion was unanimously adopted upon a vote. <br />Commissioner Dotterer joined the meeting and participated in <br />the further deliberations of the Board. <br />Commissioner Wicker requested that a letter be written to the <br />Department of Transportation requesting an update on the Valley View <br />Subdivision being added to the State's Secondary Road System. <br />Mr. Elwin J. Buchanan, Grants Administrator, presented some <br />preliminary information on the 1983 Community Development Block Grant <br />Application public hearing. Upon motion of Commissioner Wicker <br />seconded by Commissioner Matthews, the Chairman declared the public <br />hearing open and invited anyone who wished to speak to do so. After <br />all persons had spoken, Commissioner Almond requested that Mr. Buchanan <br />and the County Planner, Leonard Barefoot, provide the board with information <br />as to where pockets of substandard houses are located and to provide the <br />board with a possible program that would speed up the rehabilitation of <br />these homes. Commissioner Almond's request was in the form of a motion, <br />which motion was seconded by Commissioner Matthews, and unanimously <br />adopted upon a vote. <br />Upon motion of Commissioner Wicker, seconded by Commissioner <br />Almond, the Chairman declared the public hearing closed. <br />
