BooK U Pt-CE 93 <br />That the variable interest rate to be charged <br />and collected shall be set and established at 2% above <br />the treasury bill rate and that fluctuations in the <br />rate shall occur at the same time that changes are <br />made in the treasury bill rate; provided, however, <br />that for ease of payment initially, the rate shall be set <br />at 27o above the average treasury bill rate for the year <br />1982, and that adjustments are to be made annually <br />and that for each succeeding year a rate of 2% above <br />the average treasury bill rate for the preceding year <br />shall be set and paid, with annual adjustments, until <br />the full costs of the line, with interest as aforesaid, <br />has been fully paid; and further, that the engineering <br />plans for the water line must conform to the master <br />plan recommended for Lee County as a result of the <br />last engineering survey. <br />Commissioner John R. Dossenbach, Jr. , seconded the amendment <br />and upon a vote on the amendment it was unanimously adopted. Thereupon, the <br />Chairman called for the question upon the main motion, as amended, and it was <br />unanimously adopted. <br />Mr. Elwin Buchanan, Grants Director, appeared before the <br />Board and reviewed with the Board, the applicants for assisting the County in <br />preparing an application for a Community Development Block Grant. After <br />discussion and review, Commissioner Gordon A. Wicker moved that the County <br />employ the firm of James B. Godwin & Associates, Inc. , to assist in the prepara- <br />tion of an application for a grant under the North Carolina Small Cities Community <br />Development Block Grant Program, for a fee of $4, 000. 00. Commissioner Jerry <br />M. Almond seconded the motion and upon a vote it was unanimously adopted. <br />The Board next reviewed the bid tabulation sheet for the bids for <br />an ambulance received on March 16, 1983. Commissioner Bertha L. Matthews <br />moved that the low bid of Emergency Vehicles Services in the amount of $24, 320. 00 <br />be accepted. Commissioner John R. Dossenbach, Jr., seconded the motion and <br />upon a vote it was unanimously adopted. <br />The Board then reviewed the bid tabulation sheet for a Crawler <br />Dozer from the bids taken on March 16, 1983. Commissioner John R. Dossen- <br />bach, Jr. , moved that the low bid of E. F. Craven Company, in the amount of <br />$66, 972. 66 be accepted. Commissioner Gordon A. Wicker seconded the motion <br />and upon a vote it was unanimously adopted. <br />A delegation of Fire Chiefs from the Volunteer Rural Fire <br />Departments in the County, appeared before the Board, and said that they had <br />noticed in the local newspaper that the Aldermen of the City of Sanford were <br />contemplating moving the dispatching service for fire protection to the City Hall <br />to be operated in conjunction with the Police communications system.
