last time an idea was presented to impose a nuisance ordinance it got all the way through <br /> public hearing and did not receive a motion to adopt the ordinance. The urbanization outside of <br /> the city limits is another reason to have an ETJ. There are not a lot of code enforcement <br /> complaints received in the unincorporated areas. The biggest complain received is regarding <br /> gunfire. <br /> V. COVID-19 Update <br /> To date, there have been 861 confirmed cases of COVID-19 in Lee County and 8 total deaths. <br /> Through contact tracing and following up, 636 cases have been deemed recovered. About 55 <br /> percent of cases are female and about 45 percent are male. There have been 4 testing events <br /> organized at Deep River School, Emergency Operations Center, and two at the Civic Center. <br /> Over 1,400 tests have been completed. A spike occurred on June 27th which was a result of <br /> one of the mass testing events where about 35% of the people tested at the event were <br /> positive for COVID-19. Lee County has been deemed by the State as one of the nine hot spot <br /> counties. Except for providing some of our staff, all of the testing events are taken care of by <br /> the State and either Piedmont Health or UNC Healthcare. Less than 1% of cases have <br /> resulted in death, which is low compared to other counties. OT Sloan pool opened June 2nd <br /> with open swim imposing limited attendance. The County Parks and Recreation Department is <br /> operating half-day day camps at San Lee Park and other programs like Skills and Drills for <br /> baseball and tee ball. The Summit Building is back to operating during normal hours and the <br /> Government Center never really closed. People are screened when they come into facilities <br /> and they are asked to make appointments. The Tax Department is now open noon to four. <br /> They are one of the departments heavily impacted by the renovations that will be taking place <br /> at the Government Center. The facilities that will remain closed are the Library, Elections, and <br /> the Enrichment Center. The Library is offering a drive-up service. The next community-testing <br /> event is scheduled for July 28th at the Civic Center. The State would like to continue to see the <br /> County continue community testing until the numbers start going down. Mayor Andrews <br /> suggested using East Lee Middle as a location for a future community-testing event. Mayor <br /> Mann asked what enforcement tools we have to limit mass gatherings. Dr. Crumpton stated <br /> the only tool available is to issue a citation to people who don't follow the imposed restriction <br /> orders. Mayor Mann stated it needs to be a matter of education and personal responsibility. <br /> Mann stated a need to fine businesses and property owners that are allowing mass gatherings. <br /> He further said he feels officials have an ethical obligation to use any measures necessary to <br /> keep people safe. Dr. Crumpton stated that it will be really difficult for schools to open unless <br /> the numbers start projecting downward. <br /> Under the CARES Act, the County allocated $300,000 for small business grants for <br /> businesses financially impacted by the pandemic. As of yesterday, 19 applications were <br /> received. The deadline to submit applications is July 17th. The program offers 40 grants <br /> offering up to $7,500 per grant. The county is looking a developing a program for non-profits <br /> with future potential funding. <br /> VI. Interlocal Government Operations and Projects <br /> The City of Sanford and Lee County through a joint effort provide services for building <br /> inspections, community development, GIS, 911, and Environmental Health. He said not all <br /> local governments have the same ability work together to consolidate efforts in providing <br /> 4 <br />
