allows for higher density development, there also needs to be plans in place to implement <br /> higher quality. Mr. Downey stated that there may be a need to create a new place type called <br /> Rural Suburban Fringe that maybe the County wants to give a higher density with some <br /> possible design standards for development. Downey added that there may be a need to <br /> change the suburban place type from 4-7 units per acre to 3-7 units per acre and to create <br /> something that establishes what the building standards are. Downey also said there is a need <br /> to look at updating the plan based on what is happening with Galvins Ridge and Bharat Forge <br /> since one is showing as industrial which is now residential and the other is showing as <br /> residential which is now industrial. There may be a new growth area along the 421 corridor, <br /> however the US 1 corridor is the primary focus first. <br /> There is a need to update the regulations and policies to provide a way to meet the <br /> goals of the land use plan. The work has been started and the Planning Department has been <br /> working with a consultant to update the Unified Development Ordinance. The primary focus is <br /> higher density residential development. Staff has been working with the consultant on the first <br /> round of these updates. Mr. Downey provided some key points including replacing R20 with <br /> rural suburban, replacing R12 and R14 with the 3 units per acre. Staff recommends updating <br /> the traditional neighborhood overlay district to supplant traditional zoning. These <br /> recommendations include providing a list of higher standards, which would have to go through <br /> legislative action to get a TND overlay, but it provides a path for accomplishing the application <br /> of the higher standards. When working with a developer, staff has developed a policy guide, <br /> and what is currently missing is that a developer can establish a higher density plan but it <br /> doesn't automatically equate to higher quality. Downey stated the next step is to take the plans <br /> back to the Technical Review Committee and Public Works to involve other departments with <br /> respective policies and then take it back to a steering committee that is City driven since these <br /> are urban standards then would take to the full Joint Planning Commission to review and then <br /> bring to all three jurisdictions (Broadway, City of Sanford, Lee County) for public hearing and <br /> adoption. Once Phase I with residential standards are in place, Phase II involves multifamily <br /> and commercial standards. Phase II has been funded by both the City and County this year. <br /> Updates with 160D are now required by law. The General Assembly adopted the 160D <br /> implementation to update planning and zoning language to replace 160A and 153A. By doing <br /> this, it makes a lot of the current ordinances obsolete, so by July 2021 the zoning standards <br /> and ordinances need to be updated to reflect the current standards. Consultants will be <br /> assisting planning and legal staff to implement the updates. <br /> IV. Code Enforcement <br /> Town of Broadway Mayor Donald Andrews stated that he has been seeing some issues and <br /> has been talking to the City because Broadway does not have anyone in-house to address <br /> code enforcement issues. Hal Hegwer, City Manager, said from the City's perspective they <br /> have all they can handle and while they don't mind helping out when they can, it would be <br /> difficult to commit to help on a regular basis. Mr. Hegwer suggested the use of private entities <br /> for code enforcement. It is challenging when the problems get more legally complex. County <br /> Manager John Crumpton stated that this would be the fourth time the County has been <br /> presented with the issue. The County does not have a nuisance ordinance. There are no <br /> regulations in place that controls the height of the grass or number of vehicles. The belief is <br /> that some people move out of the City to get away from some of the stricter restrictions. The <br /> 3 <br />
