that the Bread of Life Ministries is having financial trouble and needs help. Mayor Mann <br /> requested the County's assistance with establishing a day center. They have about a $39,000 <br /> shortfall. The Bread of Life plans on working with other organizations to continue to provide <br /> services to the homeless. The Mayor stated that providing a place for the homeless during the <br /> day provides a place for them to go so they do not congregate at the library. Mann requested <br /> the County's consideration of contributing $40,000 to the homeless initiative. A day center will <br /> provide services to help the homeless develop job skills and be able to obtain permanent <br /> housing. Chair Dalrymple asked about a sponsor program to sponsor a homeless person to <br /> help them pay a rental deposit or whatever they might need to get on their feet. With regard to <br /> the pandemic, Mayor Mann provided that an unsheltered person is 10 times more likely to <br /> contract and spread the Coronavirus. County staff provided a report, which includes a <br /> description of services the County currently provides for the homeless community. <br /> Mayor Mann suggested the need for a youth center along with the idea that the Hales <br /> Center would be a good facility to use as a youth center. Chair Dalrymple proposed reaching <br /> out to the architect that formerly provided plans for a youth center and said that now would be <br /> a good time to explore the opportunity. She suggested talking to Daniel Simmons with the <br /> Boys and Girls Club about a teen center. City Council Woman Wyhof-Salmon suggested <br /> reaching out to the people in the community that this project is hoping to engage to discuss <br /> what they may want. She said that the planning portion should include voices that would utilize <br /> the proposed center. Ms. Wyhof-Salmon suggested having ideas submitted online. The Mayor <br /> suggested getting a panel group to get some feedback and to include the architect to get <br /> updated renderings and to share the information within the next few months to be able to <br /> prepare for up fitting the building. Chair Dalrymple charged the committee with gathering <br /> panelists to come together. The goal was set to develop a list of panelists within the next 2-3 <br /> weeks to contribute their thoughts on the project. <br /> Ill. Discussion About Land Use Planning and UDO Updates <br /> Planning Director Marshall Downey provided an update on land use planning and the <br /> Unified Development Ordinance. The purpose of the land use plan is to be a living document <br /> that is in active use. First year observations include the trend of new subdivisions in <br /> designated growth areas just outside of the city limits. The concern is that if this happens on a <br /> repeated basis there could be issues in the future with higher density growth in designated <br /> growth areas without stricter standards for development. Developers are asking the County to <br /> approve subdivision plans with little to no amenities. With half acre or larger lots on a septic <br /> system, these subdivisions are not meeting the goals of the current land use plan. The ability <br /> to implement smart growth if this occurs on a larger scale could be a problem getting services <br /> to these communities in the future. The plan identifies possible areas that would be urbanized <br /> in the future. The County has the control over how these areas outside of the City limits are <br /> growing. Mr. Downey stated that he can see that the County desires the growth, however the <br /> point is to make sure the growth occurs in a way that doesn't cripple the ability to develop an <br /> urban area in the future based on the availability of services. County Manager John Crumpton <br /> stated that some of the issues are because there isn't much of an Extraterritorial Jurisdiction. <br /> The purpose of the ETJ is to identify growth areas and gives the City zoning control over areas <br /> that are not within the City limits. Developers often assume that because growth is <br /> recommended in certain areas that they can obtain higher density, however while the plan <br /> 2 <br />
