A. Hold a public hearing and then vote on the Lee County CARES Emergency Small
Business Grant Program
County Manager John Crumpton provided that Lee County has received funds
appropriated to the State of North Carolina and subsequently allocated to Lee
County from N.C. Session Law 2020-4 through the federal Coronavirus Aid, Relief
and Economic Security Act (CARES Act). Lee County has received $2,255,165.00
from the CARES Act and proposes to allocate $300,000.00 of those funds to
economically distressed businesses in Lee County. These grants serve the purpose
of addressing pandemic public impacts and business interruption on hiring/rehiring
residents, business retention within Lee County, and/or premises expenditures to
enhance public hygiene and safety in the amount of up to $7,500.00 per grant
award. Lee County also has plans to participate in expending funds in the amount of
$30,000.00 to the Sanford Area Growth Alliance to provide marketing materials and
services to local businesses to advertise that Sanford/Lee County is open for
business during this pandemic. A notice of public hearing was advertised in the
Sanford Herald on June 18, 2020. Businesses need to have access to these grant
funds quickly so the Board will be asked to waive its policy to wait to vote at its next
meeting and go ahead and move forward with the vote on this policy at the meeting.
Chair Dalrymple opened the public hearing for comment. No one spoke in favor or
against the Lee County CARES Small Business Grant Program.
MOU SAGA.docx
Final Small Business Grant Program
Policy.docx Affidavit of Publication.pdf
Motion: Motion to waive the policy to delay a vote on a public hearing item
until the next meeting.
Mover: Kirk Smith
For: 5 - Amy Dalrymple, Arianna Del Palazzo, Robert Reives, Cameron
Sharpe, Kirk Smith
Absent: 2 — Kevin Dodson, Dr. Andre Knecht
Motion Result: Passed
Motion: Motion to approve the allocation of funds for the Lee County CARES
Emergency Small Business Grant Program and marketing materials and
services.
Mover: Kirk Smith
Moved To: Confirm
For: 5 - Amy Dalrymple, Arianna Del Palazzo, Robert Reives, Cameron
Sharpe, Kirk Smith
Absent: Kevin Dodson, Dr. Andre Knecht
Motion Result: Passed
2
