800K 11 F:4F 97 0 Mrs. Pattie Mae McGilvary, Register of Deeds, appeared before the Board to present her budget request for Fiscal Year 83-84. Mr. Ronnie Martin, Youth Services Director, appeared before the Board to present his budget request for Youth Services and the Thanks Program for Fiscal Year 83-84. Walter B. Hartman, Jr., County Manager presented Budget Amendment #83040513 to the Board for consideration. Upon motion of Commissioner Dossenbach, seconded by Commissioner Almond, this budget amendment was unanimously approved. (Copy Attached) The Board next reviewed various tax releases as prepared by the Tax Supervisor's Office. Upon motion of Commissioner Dossenbach, seconded. by Commissioner Matthews, the tax releases were unanimously approved. (Copy Attached) Mr. Tim Westbrook, Tax Supervisor, appeared before the Board to discuss a tax valuation appeal by Wicker Oil Company on the value of his inventory, equipment and machinery. After some discussion, Commissioner Dossenbach moved that the Tax Supervisor's valuation be upheld. Commissioner Wicker requested that the Board allow him to abstain from voting on the issue since he is related to the Mike Wicker. Upon motion of Commissioner Dossenbach, seconded by Commissioner Matthews, it was unanimously approved for Mr. Wicker to abstain from voting. Commissioner Dossenbach moved that his original motion be adopted, which motion was seconded by Commissioner Almond and was unanimously adopted by the four voting members. Mr. Westbrook also reviewed with the Board a request for release of taxes by R.J. Reynolds Tobacco Company. After some discussion, and upon motion of Commissioner Dossenbach, seconded by Commissioner Almond, it was unanimously adopted to disallow this release stating that R.J. Reynolds does not have a valid defense for release of the taxes imposed. The Board next considered a sample resolution from the North Carolina Association of County Commissioners concerning House Bill 426 which supports a 1¢ sales tax increase. After some discussion, Commissioner Dossenbach moved that this resolution be approved and sent to our legislative delegation expressing Lee County's support for this increase and to also state that Lee County would prefer to seek the elimination of the sales tax on food. Commissioner Dossenbach's motion was seconded by Commissioner Matthews and upon a vote Commissioners Matthews, Dossenbach, Almond, and Dotterer voted for it and Commissioner Wicker voted against it. (Copy attached) The Board next considered various Emergency Management Plans as prepared by Billy Ray Cameron. Upon motion of Commissioner Almond, seconded by Commissioner Matthews, it was unanimously adopted to authorize the Chairman the sign the documents for approval by the state.
