800K 11 F:4F 97 <br />0 <br />Mrs. Pattie Mae McGilvary, Register of Deeds, appeared <br />before the Board to present her budget request for Fiscal Year 83-84. <br />Mr. Ronnie Martin, Youth Services Director, appeared before <br />the Board to present his budget request for Youth Services and the <br />Thanks Program for Fiscal Year 83-84. <br />Walter B. Hartman, Jr., County Manager presented Budget <br />Amendment #83040513 to the Board for consideration. Upon motion <br />of Commissioner Dossenbach, seconded by Commissioner Almond, this <br />budget amendment was unanimously approved. (Copy Attached) <br />The Board next reviewed various tax releases as prepared <br />by the Tax Supervisor's Office. Upon motion of Commissioner Dossenbach, <br />seconded. by Commissioner Matthews, the tax releases were unanimously <br />approved. (Copy Attached) <br />Mr. Tim Westbrook, Tax Supervisor, appeared before the Board <br />to discuss a tax valuation appeal by Wicker Oil Company on the value <br />of his inventory, equipment and machinery. After some discussion, <br />Commissioner Dossenbach moved that the Tax Supervisor's valuation <br />be upheld. Commissioner Wicker requested that the Board allow him <br />to abstain from voting on the issue since he is related to the Mike <br />Wicker. Upon motion of Commissioner Dossenbach, seconded by Commissioner <br />Matthews, it was unanimously approved for Mr. Wicker to abstain from <br />voting. Commissioner Dossenbach moved that his original motion be <br />adopted, which motion was seconded by Commissioner Almond and was <br />unanimously adopted by the four voting members. <br />Mr. Westbrook also reviewed with the Board a request for <br />release of taxes by R.J. Reynolds Tobacco Company. After some discussion, <br />and upon motion of Commissioner Dossenbach, seconded by Commissioner <br />Almond, it was unanimously adopted to disallow this release stating <br />that R.J. Reynolds does not have a valid defense for release of the <br />taxes imposed. <br />The Board next considered a sample resolution from the North <br />Carolina Association of County Commissioners concerning House Bill 426 <br />which supports a 1¢ sales tax increase. After some discussion, Commissioner <br />Dossenbach moved that this resolution be approved and sent to our legislative <br />delegation expressing Lee County's support for this increase and to also <br />state that Lee County would prefer to seek the elimination of the sales <br />tax on food. Commissioner Dossenbach's motion was seconded by Commissioner <br />Matthews and upon a vote Commissioners Matthews, Dossenbach, Almond, and <br />Dotterer voted for it and Commissioner Wicker voted against it. (Copy attached) <br />The Board next considered various Emergency Management Plans as <br />prepared by Billy Ray Cameron. Upon motion of Commissioner Almond, <br />seconded by Commissioner Matthews, it was unanimously adopted to authorize <br />the Chairman the sign the documents for approval by the state. <br />
