Commissioner Jerry Almond offered a substitute motion that the Mental Health Authority be requested to submit future locations to the Board of Commissioners, together with a petition from all residents within a five block area, agreeing to such site, before any move, could take place. There was no second to Commissioner Almond's substitute motion and Commissioner Dossenbach.seconded Commissioner Wicker's original motion. Upon a vote on the original motion, it was adopted, unanimously. Representatives of the Council On Aging, appeared before the Board and presented their budget request for the coming fiscal year. Representatives of the Department of Social Services, appeared before the Board' and presented their budget request for'the coming fiscal year. Representatives of Johnson Electric Company, appeared before the Board and explained the process and submitted a bid for improvements to the Lee County Library, which would,be designed to reduce the consumption of energy in that building. Representatives of CH Service, Inc. , appeared before the Board and pre- sented their proposal for a survey and plan to manage the energy requirements at the Lee County Library. Commissioner Bertha L. Matthews moved that the Board go into Executive Session to discuss personnel matters. Commissioner Jerry Almond seconded the motion and upon a vote it was unanimously adopted. The Executive Session was closed upon motion of Commissioner Bertha L. Matthews, which motion was duly seconded by Commissioner Gordon A. Wicker, and upon a vote, unanimously adopted. The Board discussed the procedure for preparation of the Budget, and the County Manager was instructed to prepare a Budget with his recommendations for consideration by the Board. There being~no further business to come before the session, it was adjourned, sine die. C
