I <br />300K i1 PALi 104 <br />The Board discussed House Bill No. 502 presently pending before <br />the General Assembly of North Carolina. The purpose of HoiBB e Bill No. 502 is to <br />repeal a property tax exemption which was enacted in 1982, which was originally <br />intended only to apply to Pollution Abatement Equipment in Textile Plants. The <br />wording of the exemption is very broad, however, leaving it open to question as to <br />how many industries would be effected. Upon motion of Commissioner John R. <br />Dossenbach, Jr. , which motion was duly seconded by Commissioner Gordon A. <br />Wicker and upon a vote unanimously adopted, it was resolved to urge our Legis- <br />lators to pass House Bill No. 502, which would repeal such property tax exemption. <br />At 7:15 p. m., Commissioner Jerry-Almond moved that the Board <br />hold a public hearing on the 1983 Community Development Application. Mr. Elwin <br />Buchanan, Grants Director, was recognized and he reviewed the nature of.the pro- <br />posed projects to be covered in the 1983 Community Development Application. All <br />those interested were given an opportunity to comment upon the application. Mr. <br />William Parker of the Citizens Participation Committee, was recognized. After all <br />interesied.parties had been heard, Commissioner Gordon A. Wicker moved that the <br />public hearing be adjourned. Commissioner Jerry Almond seconded the motion and <br />upon a vote the motion was unanimously adopted. Following the closing of the public <br />hearing, Mr. Charle's Fairley, Consultant, explained the application to the Board. <br />Maps showing the water and sewer improvements and proposed street improvements <br />and the existing structural conditions within San=Lee Heights III area, was presented <br />to the Board, as well as ,a project budget. Commissioner Jerry Almond moved the <br />adoption of the resolution entitled "A Resolution Of The Lee County Board of Comm- <br />issioners Concerning Community Development", a copy of which is attached to these <br />minutes and by this reference made a part hereof. Commissioner John R. Dossenbach, <br />Jr. , seconded the motion.and upon a vote it was unanimously adopted. <br />The Chairman next recognized Mrs. Phillip Hutaff, Chairman of the <br />Lee County Youth Commission, who spoke to the Board on the operation of the Mary <br />M. McLeod Home, and presented a report by the Review and Evaluation Committee <br />of the Lee County Youth Commission' Ms. Kay Clark, a Psychologist, with the Lee <br />County Schools, spoke on behalf of the continuation of the McLeod home. Repre- <br />sentatives of the Lutheran Family Services, presented a proposed budget for the <br />operation of the home and requested an appropriation from the County of $76, 000. 00, <br />for the operation of the home, although the total budget would be in excess of that <br />figure. All interested parties, both in favor and against the continuation of the home <br />were recognized and heard, and Mr. David Clegg, an Attorney,' representing a group <br />of people, spoke in opposition to a continuation of the home in its present location, at <br />the figures requested. Following the budget presentation and discussion about the <br />McLeod Home, the Board observed a short recess. <br />Following the recess, the Chairman called the Board to order, and <br />Commissioner Gordon A. Wicker requested to be heard before the Board proceeded <br />to other business-. Commissioner Wicker presented a petition containing approxi- <br />mately 200 names who were in opposition to the location of the Willie M Home on <br />Charlotte Avenue. Others spoke in opposition to the home on that site. Commiss- <br />ioner Wicker moved that the Board go on record as being in opposition to the <br />location of the Willie M Home on the proposed site on Charlotte Avenue, because <br />the site was in a crowded neighborhood and did not have sufficient area and space <br />
