Any person <br />denied a permit for <br />such reason shall <br />be entitled to appeal such denial to the Board of County <br />Commissioners within the same time and under the procedure set <br />forth in the preceding paragraph for suspensions. Upon hearing, <br />the Board may deny such a permit if it finds that the applicant <br />has in the past failed to comply with an ordinance regulating <br />the keeping of wild and vicious animals and that such conduct <br />was a continuing matter, and that such conduct placed the safety <br />of one or more citizens in jeopardy. <br />Section 16, Humane Treatment, All animals shall be <br />ate., <br />humanely treated. Animals and enclosures shall be available <br />for periodic inspection of the San-Lee Humane Society at any <br />reasonable time upon request. <br />Section 17. Violation a Misdemeanor. Any person <br />violating any provision of this ordinance shall be guilty of <br />a misdemeanor and upon conviction, shall be fined or imprisoned <br />in the discretion of the Court, as by law provided. <br />Section 18. Civil Remedy, In addition to the fore- <br />going, this ordinance may also be enforced by means of a civil <br />action in any court of competent jurisdiction. <br />Section 19, Severance, If any part of this ordinance <br />shall be for any reason adjudged invalid by any court of compe- <br />tent jurisdiction, the remaining parts shall nonetheless remain <br />in full force and effect, and be unaffected by such decision <br />Section 20. This ordinance shall be effective upon <br />its adoption. <br />(10) <br />
