0 <br />137 <br />that the division of the land be approved and that the proper authorities be authorized <br />to sign the certificates for and on behalf of the County, in order that said map may be <br />recorded. Commissioner Bertha L. Matthews seconded the motion and upon a vote <br />it was unanimously adopted. <br />Commissioner Bertha L. Matthews requested and the Board con- <br />curred, that the Planning, Board give consideration to the drafting of an Ordinance <br />regulating the building and maintenance of billboards in Lee County. <br />The County Attorney reported on the agreements between Carolina <br />Trace, the City and the County, with respect to the establishment of two subdivisions <br />at the Carolina Trace Development. The proper officials of the County were author- <br />ized to execute the agreements for and on behalf of the County. <br />Mr. Elwin J. Buchanan reported that the low bid for the water line <br />for the Carolina Trace Development amounted to $85, 500. 90, and was submitted by <br />Lee Paving Company. Commissioner Gordon A. Wicker moved that the low bid be <br />accepted for the construction of this water line. Commissioner Bertha L. Matthews <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan appeared before the Board and reported on <br />the proposed Industrial Park sites. Mr. Buchanan presented a resolution with <br />respect to the joint application to be made by Lee County and City of Sanford to the <br />Economic Development Administration, for funds to construct public facilities to <br />serve the Industrial Park site, both the extension of the present park and the Wilson <br />site. Copy of the resolution is attached and by this reference made a part of these <br />minutes. Commissioner John R. Dossenbach, Jr. , moved that the resolution be <br />adopted. Commissioner Bertha L. Matthews seconded .the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Buchanan distributed cost estimates for the improvements to. <br />be made at the proposed Industrial Park extension and at the Wilson Industrial site. <br />Mr. Buchanan also submitted for the Board's consideration, a special assessment <br />for water extension policy. The Board received the copies.for their study and <br />action at a future time. <br />The County Manager presented a resolution pertaining to a request <br />to be made for information from the schools for his use in preparing a budget. Copy <br />of this resolution is attached to these minutes and by this reference made a part <br />hereof. Commissioner John R. Dossenbach, Jr., moved the adoption of the reso- <br />lution. Commissioner Bertha L. Matthews seconded the motion and upon a vote it <br />was adopted by a majority vote wherein Commissioners Dossenbach, Matthews and <br />Dotterer voted for it and Commissioners Almond and Wicker voted against it. <br />There was a discussion about having cats brought under the Animal <br />Control Ordinance, but no formal action was taken. <br />
