noK it P,',fe 13C <br />The Chairman called for consideration of the Consent Agenda, which <br />contained the following items of business: <br />(a) Proclaiming May 27th, 1983, as "BILLY RAY CAMERON Day"; <br />Inc. ; and <br />(b) Awarding food stamp mail issuance to Cost Containment, <br />(c) Adopting Budget Amendment #83051615, a copy of which is <br />attached hereto and by this reference made a part hereof. <br />Commissioner Gordon A. Wicker moved that the items listed on the <br />Consent Agenda be approved. Commissioner Jerry M. Almond seconded the motion <br />and upon a vote it was unanimously adopted. <br />Superintendent William R. Johnson appeared before the Board with <br />Mr. Robert Dalrymple, Chairman of the Lee County Board of Education, and pre- <br />sented the Budget Request for the coming year. <br />Mr. J. Allen Harrington appeared before the Board on behalf of <br />many of the residents of the"Forest Hills Subdivision, and protested the location of <br />a Willie M Home in that locale. Mrs. Tom Howell appeared before the Board as a <br />resident of the concerned area and asked questions about the nature of the Willie <br />M Program. After hearing all of the parties who desired to be heard, Commiss- <br />ioner Bertha L. Matthews moved that the Board recommend to Lutheran Family <br />Services that they not locate the Willie M Home in the Forest Hills area. Comm- <br />issioner Jerry, M. Almond seconded the motion and upon a vote it was unanimously <br />adopted. <br />The Board.next heard an explanation and analysis of the proposals <br />of local banks for banking services for Lee County accounts, by the County Manager. <br />Following the explanation, Commissioner Jerry M. Almond requested that he be <br />excused from voting since he is an officer with the Northwestern Bank which had <br />bid upon the proposal. Commissioner John R. Dossenbach, Jr., moved that <br />Commissioner Almond be excused from voting on this issue. Commissioner Bertha <br />L. Matthews seconded the motion and upon a vote it was unanimously adopted. The <br />Board then discussed the various proposals following which Commissioner John R. <br />Dossenbach, Jr. , moved to accept the bid of First-Citizens Bank & Trust Company. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote, all of the <br />Commissioners voted in favor of said motion except Commissioner Jerry M. Almond <br />who had been excused from voting on said issue. <br />Mr. Leonard Barefoot appeared before the Board and presented the <br />plat of.the Oma Brown Kelly Subdivision, and explained to the Board that he had <br />contacted the various owners and that all were in accord with the division and one of <br />the owners was aware he would have to have additional land if he ever desired to open <br />a public street to his portion of the division.
