The requested Capital Improvement Program is a little over <br /> $171,000,000 over the next five years. Schedules were adjusted based on revenue <br /> projections. One of the projects that was not included was a gun range. Recommended <br /> projects include Judicial Building Renovations, repairs to schools, the library and Lee <br /> Early College Classroom Building at CCCC and the relocation of Kelly Drive, Lee <br /> County Library expansion, renovations to OT Sloan Park, Horton Park, Kiwanis <br /> Children's Park, Temple Park, and the Multi-Sports Complex. <br /> VI.F Approval of resolution related to $8,250,000 installment financing <br /> Assistant County Manager/Finance Director Lisa Minter stated that this is the final <br /> step in the County borrowing money through an installment purchase financing <br /> agreement to fund <br /> (a)acquiring and improving certain land to be used for economic development <br /> purposes, (b) renovating the County's Government Center, and (c) renovating and <br /> expanding the County Courthouse. On May 4, 2020, the Board of Commissioners held <br /> a public hearing regarding the installment financing agreement. Following the public <br /> hearing, the Board approved a proposal from JP Morgan Chase Band to borrow <br /> $8,250,000 at 1.03% for ten years. A copy of the adopted Resolution is attached to <br /> these Minutes. <br /> Approving Resolution- Lee County 2020 IFA.DOC <br /> Deed of Trust-Lee County 2020 IFA.DOC <br /> Installment Financing Agreement-Lee County 2020 IFA.DOC <br /> Motion: Motion to adopt the "Resolution Authorizing the Execution and Delivery <br /> of an Installment Financing Agreement, a Deed of Trust and Related Documents <br /> in Connection with the Financing of Various Capital Projects for the County." <br /> Mover: Kirk Smith <br /> For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre Knecht, <br /> Robert Reives, Cameron Sharpe, Kirk Smith <br /> Motion Result: Passed <br /> VI.G Approval of bid for Courthouse and Government Center renovations. <br /> County Manager John Crumpton presented information provided by Moseley Architects <br /> following the review of bids submitted for the Courthouse and Government Center <br /> renovations project. Bar Construction located in Greensboro, NC was identified as the <br /> low bidder. The base submitted by Bar Construction is $4,829,000. The bid is low <br /> enough that the County was also able to award the 7 alternates associated with the <br /> project. The County will also be able to do some additional work that was value <br /> engineered out initially to make sure the project came in within the budgeted amount. <br /> The length of the term of the contract is 500 days, which is spread out to facilitate <br /> working with staff to move people around as renovations are occurring. The project will <br /> be completed in phases. <br /> Motion: Motion to award bid to Bar Construction and authorize the County <br /> Attorney to proceed working on a contract to bring back to for the Board's <br /> approval. <br /> 6 <br />
