The County will administer the grant and act as a pass-through entity, but there is no
county match required. If Pfizer fails to complete the required number of jobs, then
the County may be asked to assist in helping the Biotechnology Center get repaid.
After discussions with the Biotechnology Center, County Attorney Whitney Parrish
stated that they are requesting the Board waive its policy to vote at the next meeting
because the funding needs to be approved by July 1, 2020. The public hearing was
advertised for this date and time on May 21, 2020 in the Sanford Herald. The Chair
opened the public hearing for comment. No one spoke for or against the proposed
grant.
Project Panda Christmas_NCBiotech EDA Grant Agreement_20200518.pdf
Project Panda Christmas_NCBiotech EDA Performance Agreement_20200518.pdf
Motion: Motion to waive the Board's policy to vote on a public hearing at
the next meeting.
Mover: Kirk Smith
For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre Knecht,
Robert Reives, Cameron Sharpe, Kirk Smith
Motion Result: Passed
Motion: Motion to approve the agreements for the grant to Pfizer Inc. from
the NC Biotechnology Center and to authorize the Chair to sign the
agreements.
Mover: Arianna Del Palazzo
For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre Knecht,
Robert Reives, Cameron Sharpe, Kirk Smith
Motion Result: Passed
III.B To Hold a Public Hearing on Economic Development Expenditures for a
Second Spec Building to be Built at Central Carolina Enterprise Park
Michael Smith, CEO of SAGA, stated that the shell building is a great opportunity
for community partnership and the first spec building project has already proven to
be a success following the purchase of Audentes Therapeutics prior to any lease
funds needing to be expended by the City or County. Mr. Smith requested the
Board's consideration on the expenditure of funds to lease a second spec building
at Central Carolina Enterprise Park once it has been completed. The City of
Sanford and the County will lease the building for up to twenty-four months and pay
up to $325,000 over a maximum of two years. Six months of the lease, which is
$81,250 has been included in the County Manager's recommended budget for FY
2021. Once the building is completed, SAGA will use the building to market Lee
County and the City to attract new business or expand current businesses and find
an end user that will bring jobs to the County. The public hearing was advertised for
this date and time on May 21, 2020 in the Sanford Herald. The Chair opened the
hearing for comment. The following person spoke in favor of the proposed project:
-Bob Joyce, SAGA Economic Development Director
Commissioner Smith asked whether SAGA considered bidding the project to allow
other contractors an opportunity to participate. Commissioner Reives stated that it would be helpful to know if
and which local contractors are involved in this type of project.
Final MOU with Exhibits.pdf
Motion: Motion to waive policy to delay a vote on public hearing to the next
meeting.
3
