PUBLIC COMMENTS <br /> No one spoke during the Public Comments Section of the Meeting. <br /> IV. OLD BUSINESS <br /> IV.A 2020 Census Update - Commissioner Dalrymple <br /> The first meeting of the 2020 Census Complete County Committee was held on <br /> February 5, 2020. The Census will go live online on March 23rd. April 1st is Census <br /> Day. There will be a meeting of the Census Complete Count Committee on <br /> Thursday, February 20th at 6:00 p.m. at the Enrichment Center in the dining hall. <br /> The Chair also provided that due the lack of a budget at the State level, there are <br /> limited outside funds available to help promote the Census. County Manager John <br /> Crumpton stated that the County will contribute some funding to educate the public <br /> regarding the Census. <br /> V. NEW BUSINESS <br /> V.A Consider Resolution of the Lee County Board of Commissioners in Support of <br /> Rights Afforded by the Second Amendment to the United States Constitution - <br /> Commissioner Knecht <br /> Commissioner Knecht presented a Resolution to reaffirm a previous Resolution <br /> adopted in 2013 confirming support for the Second Amendment. Commission Reives <br /> stated that in Section 5, he was not comfortable using the word "oppose"and asked <br /> counsel to offer other options. There were two other versions of the Resolution <br /> presented. <br /> Motion: Commissioner Smith made a motion to adopt the Resolution stating: <br /> WHEREAS, It is recognized that the Constitution of the United States of America <br /> is the supreme law of the land, and the Second Amendment to the Constitution <br /> guarantees to individuals the right to keep and bear arms in a manner that shall <br /> not be infringed; and, <br /> WHEREAS, Article I, Section 30 of the North Carolina Constitution states: "A <br /> well regulated militia being necessary to the security of a free state, the right <br /> of the people to keep and bear arms shall not be infringed;" and, <br /> WHEREAS, the Supreme Court of the United States has, through multiple <br /> rulings, upheld an individual's right to keep and bear arms; and, <br />
