County Manager's Report — February 17, 2020
Ongoing Projects
Courthouse & Government Center Renovations — (No change from January report)
Moseley Architects is now finalizing construction documents for the Register of Deeds
Building, Historic Courthouse and Main Courthouse buildings. The time line is to bid on
April 3, Receive bids May 8, and have the Commissioners award the bids on May 18.
This will allow the County to appear before the Local Government Commission at their
June meeting so that the additional borrowing can be approved. In addition, Moseley is
trying to bring the Government Center renovations onto the same schedule. This will
make bidding and borrowing easier. The work at the courthouse complex will still be
completed in phases. The first phase is the historic courthouse and Register of Deeds
Building then the main courthouse. We anticipate a six to eight month construction period
for phase one and an additional six months for the main courthouse building.
Lee County Government Parks and Recreation Plans — Withers and Ravenel is now
working on the final drawings for Horton, OT Sloan, Kiwanis Family and Temple Parks.
These projects should be out to bid in the next 30 days.
Other Items
Moore County Growth Impact Study — (Attached) This is a follow up from the
Commissioners Budget Retreat. This study was mentioned at the retreat. The study
outlines the impacts of residential, commercial/retail/tourism, and industrial development
on the Moore County budget. The study shows the importance of having industrial
development to offset residential development since residential development does not
pay for itself. The study is similar to other studies conducted in the State where there are
similar outcomes.
March 2 — Commissioners Meeting — The Chairman will be attending the National
Association of Counties Legislative Conference this week and will not be at the
Commissioners meeting.
Reports
Tax Report—Attached please find the Tax Collection Summary Report for January.
Community Development/Activity Summary — The Technical Review Committee
Agenda Memorandum for February is attached.
Parks and Recreation Advisory Board — The agendas from the January and February
meetings of the Parks and Recreation Advisory Board are attached.
Upcoming Meetings/Events:
February 20 — 2020 Census Complete County Committee Meeting — 6:00pm
