PUBLIC HEARING III.A Matters related to the financing of various capital projects for the County In accordance with Section 160A-20(g) of the North Carolina General Statutes, the County is required to hold a public hearing on the proposed installment purchase financing agreement to fund (a) acquiring and improving certain land to be used for economic development purposes, (b) renovating the County's Government Center, and (c) renovating and expanding the County Courthouse. Assistance County Manager and Finance Director Lisa Minter provided the board with a summary of the Request for Proposals process that Davenport and Company prepared. Based on the proposals received, it is recommended that the Board selects the JP Morgan proposal with the non-callable, Bank Qualified 10-year amortization term of 1.03% interest rate. The County has to close by June 8, 2020 in order to get the rate of 1.03%. The Public Hearing was advertised for this date and time in the Sanford Herald on April 23, 2020. The Chair opened the public hearing for comment. The following comment was submitted in favor of the proposed borrowing: -Michael Smith, CEO, Sanford Area Growth Alliance, 115 Chatham Street, Sanford, NC, 27330 No one spoke against the proposed borrowing.
