WHEREAS, Lee County has a population of approximately 60,000 citizens, of <br /> whom just 92 citizens have tested positive with the COVID-19 virus as of April 24, <br /> 2020 (just .15% of the county population), 7 of whom who have fully recovered; and <br /> WHEREAS, Lee County has yet to suffer any fatalities from COVID- <br /> 19, while businesses and employees continue to suffer irreparable economic damage; <br /> and <br /> WHEREAS, the CDC indicates 20 states are already planning to reopen beginning on <br /> or before May 1, 2020, including our neighboring states of Tennessee, Georgia, and <br /> South Carolina (which has a higher per capita incidence rate of disease and death from <br /> COVID-19 than North Carolina) diverting important business activity from North Carolina <br /> to neighboring states."—" <br /> NOW, THEREFORE, BE IT RESOLVED by the Lee County Board of Commissioners <br /> that: <br /> 1. The North Carolina Governor should allow Executive Order 135 to expire on schedule <br /> (May 8, 2020) and immediately grant county governments the authority to plan and <br /> execute a phased reopening for business, education and social activities, beginning <br /> May 9, 2020, compliant with the Executive Order of the President of the United States. <br /> 2.
