County Manager John Crumpton requested direction on how to address opening
facilities and staffing within County facilities. Chair Dalrymple requested that whatever
Resolution is passed that everyone remember that it impacts not only private business
but County staff as well. Dr. Crumpton stated that in talking with staff there are several
issues going on. With schools being closed there are child care issues and with summer
coming up and the probability that at least some of the County's summer programs
may not occur, childcare is going to be a challenge. There was also discussion about
Parks and Recreation programs and the pool. The county is evaluating daily screening
of employees and is working on supplying personal protective equipment in addition to
creating additional separation with the public to protect employees. Local government is
an essential business, but the County has made the decision on its own to close
facilities to further protect employees and the public. Commissioner Smith read the
Resolution. Commissioner Reives requested that the County Attorney contact the
association to find out how many Resolutions have been forwarded to the Governor.
There were three letters and one Resolution. Commissioner Reives suggested a letter
of recommendation and stated that he did not feel comfortable taking these steps until
there was a plan in place. County Attorney Whitney Parrish recommended changing the
date in the Resolution to May 8th to align with the expiration of the Governor's current
Executive Order. Commissioner Smith requested to amend his original motion to
reference Executive Order 135 and to request that the Executive Order expire on May
8th. Commissioner Reives requested to call the question.
Final Resolution to Phase in Reopening in Lee County.docx
Resolution - Requesting Governor Roy Cooper Allow Executive Order 121 to Expire
and to Reopen North Carolina.doc
Motion: Motion to approve "Resolution Requesting North Carolina Governor Roy
Cooper Allow Executive Order 135 to Expire and Reopen North Carolina for
Business, Education, and Social Activity."
Mover: Kirk Smith
For: 5 - Kevin Dodson, Arianna Del Palazzo, Dr. Andre Knecht, Cameron Sharpe,
Kirk Smith
Against: 2 - Amy Dalrymple, Robert Reives
Motion Result: Passed
