CALL TO ORDER <br /> Chair Dalrymple called the meeting to order at 6:00 p.m. The meeting was <br /> conducted by in-person attendance and simultaneous remote communication and <br /> participation. <br /> 2. INVOCATION AND PLEDGE OF ALLEGIANCE <br /> 3. DISCUSSION ITEMS <br /> A. Consideration of Resolution Regarding Opening North Carolina <br /> Three Resolutions were presented for discussion. These Resolutions, while each different, are <br /> directed at the goal of reopening North Carolina. One was drafted by Chair Amy Dalrymple, one <br /> was drafted by County Attorney Whitney Parrish and was based on a previous Resolution <br /> adopted by Onlsow County, and the third resolution was originally proposed by Commissioner <br /> Smith at the April 20, 2020 Board of Commissioner Meeting. Commissioner Smith referenced <br /> comments and a video provided by Jan Hill that featured medical professionals in California <br /> providing their professional opinions on the best way to address the COVID-19 Pandemic. <br /> Commissioner Del Palazzo stated a concern related to the first Resolution in the agenda that <br /> she said considers a provision related to requiring the wearing of facemasks. Commissioner <br /> Knecht stated that encouraging the wearing of facemasks is preferable over requiring. <br /> Commission Sharpe stated the preference to have the effective date to be May 11th so as not <br /> to undermine Governor Cooper's Executive Order. Commissioner Smith expressed the public <br /> concerns that have been voiced related to the current stay at home order effective through May <br /> 8th. <br />
